On Dec. 23, 1994, plaintiff Santa Clara Valley Water District was condemning a portion of property owned by the defendants for flood control work in connection with the Guadalupe River Flood Control Project. The property consisted of single-family residential lots that were part of a larger assemblage. This action was a direct condemnation for flood control.
