Facts
The plaintiff city sought to take plaintiff's property for a public project. The defendant contended that there was no public purpose for the project which the city intended to build and which required acquisition of his property. The plaintiff claimed that converting a private road into a public one where it connected a landlocked public road to another public road constituted a public purpose.
