Plaintiffs Foung Vang, Sherry Fukushima and Vong Hur each leased an apartment in Santa Monica from defendant Leslie Litt. The plaintiffs paid $1,425 per month for the apartment. The apartment was subject to Santa Monica's rent control ordinance, which fixed the maximum rent of each apartment at $562 per month. The plaintiff tenants brought this action against the defendant landlord on statutory violation theories of recovery.
