Judicate West's administrators long dreamed of starting a foundation that would provide access to justice to the underserved.
Judith C. Chirlin had a similar dream.
When she retired two years ago from the Los Angeles County Superior Court, Chirlin said the possibility of fulfilling that dream led her to join Judicate's alternative dispute resolution team.
