A Los Angeles judge has indicated he will order Palmdale to divide itself into four districts - two of which would hold a majority of Latino residents - ahead of a new city council election.
Superior Court Judge Mark V. Mooney issued the tentative remedy ruling on Nov. 27, four months after finding that Palmdale's at-large election system illegally discriminates against minority voters.
