The Trump administration may face a difficult time challenging a San Francisco federal judge’s ruling against its ability to impose new restrictions on federal grants to cities, counties, and states in the sanctuary jurisdictions case, legal observers said Tuesday.

But U.S. Department of Justice officials said U.S. District Judge William H. Orrick exceeded his legal authority to check the president.
