Income tax audits: Fear the Franchise Tax Board, not the IRS
The California FTB has no corollary to IRS Appeals. That is because it is unconcerned about having the 1,500 Superior Courts grinding to a halt.
Advertisements on T.V., radio and the internet warn "...the IRS is one of the most feared agencies in the United States because of its ability to seize assets and garnish wages." The Internal Revenue Service ("IRS") certainly has those powers. However, most California taxpayers may be surprised to hear, when it comes to an income tax audit, the IRS is almost a pleasure with which to deal compared to the California Franchise Tax Board ("FTB").
