Lawmaker proposes ‘snitch rule’ that would mandate attorneys report other attorneys’ misconduct

State Sen. Tom Umberg said his bill was a response to theft of client money by high-profile attorneys.

Attorneys would be obligated to report misconduct by other attorneys to the California State Bar under a bill introduced on Monday.

State Senate Judiciary Committee Chair Tom Umberg, D-Santa Ana, submitted SB 42 on the first day of the 2023 legislative session. But his proposal received a mixed reception from attorneys, with some calling it long overdue and others warning of unintended consequences.
