A federal judge declared a mistrial Thursday in the racketeering and bribery case against former Los Angeles deputy mayor Raymond Chan as his attorney, Harland W. Braun, is still recuperating from a serious illness, a spokesman for the U.S. attorney’s office in Los Angeles confirmed.
