The Eastern District of California has detailed how it will cope with the departure of Judge Ana I. de Alba to the 9th U.S. U.S. Circuit Court of Appeals. In announcing an interim plan Thursday, Chief Judge Kimberly J. Mueller said the court has experience dealing with “emergencies.”
