Whittier hasn’t recorded oil field easement deed, suit says

“While the city has never explicitly refused to record the conservation easement deed, at some point the delay must be seen as a refusal,” Geralyn L. Skapik of Skapik Law Group wrote.

Efforts to end a long-running dispute over an oil field in Whittier are continuing as the two sides disagree over whether and when the city was to record a conservation easement.

Whittier is accused of violating a 2012 settlement which ended two lawsuits over an oil field for which it had received public funds to protect habitat and recreation. Later the city leased the land to an oil company to resume drilling.
