San Francisco seeks deposition of jailed founder

The City and County of San Francisco have asked a judge to allow their attorneys to depose Rodrigo Santos, the founder of Santos & Urrutia Associates Inc., the construction company they accuse of conducting large scale excavation projects to add lower levels to family homes without permission.
