Union files state complaint over San Francisco welfare drug testing
The city attorney’s office has stated that there was no violation of the Meyers-Milias-Brown Act, because the measure does not affect city employees’ working conditions. The union argues that workers will be responsible for testing people for drugs and providing substance abuse support services.




A Northern California public sector labor union filed an unfair practice charge with a state employment agency, claiming the city of San Francisco did not give the union a chance to bargain about the potential impact drug testing welfare recipients would have on workers before that measure was put on the ballot.
Voters overwhelmingly approved the measure, called Proposition F, on Tuesday.
