17 states challenge California's Clean Fleet regulations

The lawsuit argues that the regulations could make it more difficult for people to move to other states.

A group of 17 states led by Nebraska sued the California Air Resources Board over the state's Advanced Clean Fleet regulations. Among the potential harms the plaintiffs claim is the specter that the rules could make it more difficult for disgruntled California residents to flee the state.
