California prison system could face $100M fine for mental health violations

The Department of Corrections has not complied with a 2017 order to come up with a staffing plan. The fines are designed to coerce the state to do what it is constitutionally obligated to do.

Plaintiffs representing a class of mentally ill inmates have asked a federal judge to impose a fine of more than $100 million on the California Department of Corrections and Rehabilitation.

"This fine arises from longstanding court orders to the state to hire and retain sufficient mental health staff to provide the necessary mental health care for patients in the system," said Michael W. Bien when reached on Wednesday.
