Helicopter company says City of Los Angeles violated charter

The City of Los Angeles is accused of illegally slow walking consideration of a helicopter company's request to upgrade its facilities at Van Nuys Airport before eventually denying the project following local opposition due to emissions. Bonseph Helinet LLC is now suing to have the project approved.
