Helicopter company says City of Los Angeles violated charter
"On information and belief, the city has rarely, if ever, allowed a lease action to lapse for over 15 months, making this a case of first impression," plaintiff's counsel wrote in the complaint.





The City of Los Angeles is accused of illegally slow walking consideration of a helicopter company's request to upgrade its facilities at Van Nuys Airport before eventually denying the project following local opposition due to emissions.
