Key provision in kids' internet law blocked, 9th Circuit decides

The ruling, upholding part of a preliminary injunction blocking part of the California Age-Appropriate Design Code Act, is the latest battle between legislators trying to protect children from harmful online content and technology companies, which argue such laws violate the First Amendment.

A 9th U.S. Circuit Court of Appeals panel on Friday affirmed a key part of a district judge's injunction of a state law requiring technology companies to assess their website's risks to children.

But the panel vacated the rest of a preliminary injunction ordered last year by U.S. District Judge Beth Labson Freeman of San Jose, an appointee of President Barack Obama. The case was remanded to her.
