Jessica Di Palma, Hon. Steven Brick (Ret.), and Professor Heidi Rummel discuss the constitutionality of California's juvenile offender sentencing scheme, and a major proposed change to appellate opinion publication rules

This week, Brian is joined by Jessica Di Palma (an appellate fellow with Horvitz & Levy until last Friday; now a clerk with the state appellate courts) and Hon. Steven Brick (Ret.) to discuss proposed changes to the California Rules of Court that would allow appellate opinions that have been granted high court review to remain published and available to be cited.

Brian will also be joined by Professor Heidi Rummel, a professor at USC Gould School of Law and the director of the school's Post-Conviction Justice Project, which filed an amicus brief in a California Supreme Court case soon to be ruled upon, People v. Franklin. The case considers whether a recently enacted law requiring that juvenile offenders receive a parole hearing within 25 years of imprisonment renders the sentence in this case, 50-years-to-life given to a defendant who committed a homicide at age 16, constitutional.
