Hallem has represented major developers, lenders, owners and operators for 30 years. In recent years, much of her time has been devoted to some of Lowe Enterprises' most high-profile projects.
She is working on a large mixed-use development in Los Angeles' Arts District and another one on the site of the 100-acre former Marine Corps Air Station El Toro. That project, which is in Orange County, is being planned for office buildings, hotels and retail and restaurant space. In San Diego, Hallem has been working extensively with Lowe on the planned redevelopment of the Town & Country Hotel into a modern facility that will also feature several hundred residential units.
"That had the main conference center for the city. It needs to be modernized," She also worked with Lowe on the redevelopment of the San Diego County Operations Center in Kearny Mesa.
"We're also working on the IDEA (Innovation Design Education Arts) District in the East Village" in San Diego, Hallem said. "These are each very different projects." Hallem said the situation with the IDEA District might have been a difficult challenge as it is subject to a ground lease from the San Diego Community College District.
"We were able to give the developer what was wanted, and most importantly, the lender was pleased with the ground lease. It was easily financeable," Hallem said.
Fully built out, the district will cover a 93-acre, 35-block section and will focus on innovation, design, education and the arts.
