Hori's practice centers on land use planning but extends to other areas. Much of her recent work has involved water.
She is representing Poseidon Resources in its quest to obtain a coastal development permit for a 50 million gallon per day desalination plant in Huntington Beach. That $1 billion plant would provide water to 200,000 households, mirroring a similar project already completed in Carlsbad.
"I was impressed how compact [the Carlsbad facility] was when I saw it," Hori said. She said she expects final approvals for the project before the end of the year.
Hori is also representing Niagara Bottling, a bottled water supplier, in its entitlement of a 22-acre site in the Renaissance Specific Plan area of Rialto. Construction of the $200 million facility began in March 2015.
She also has as a client Newport Banning Ranch that is seeking to transform a 400-acre oil field in Newport Beach into a mix of residential, commercial, retail and industrial uses, including a 75-room hotel.
Following a three-year battle with the California Coastal Commission, the 4th District Court of Appeal upheld Newport Beach's approval of the development.
"The legality of the Newport Beach general plan is pending before the California Supreme Court," Hori said.
Hori also represents clients on issues involving state and federal regulations, including the California Environmental Quality Act (CEQA), the National Environmental Policy Act (NEPA), the California Coastal Act, National Historic Preservation Act compliance and Endangered Species Act permitting, including work on habitat conservation plans.
