Audrey Collins, chief of the district court, top left, Stephen J. Hillman, chief of the magistrate judges, bottom left, and Sheri A. Bluebond, a bankruptcy judge, described rising caseloads and empty judicial seats. Kozinski said the 9th Circuit was doing fine and then sprung a quiz on the audience members.
