AB 142 (Bigelow) Requires the Secretary of the Natural Resources Agency (NRA) to conduct a study analyzing the suitability or non-suitability of adding segments of the Mokelumne River and its tributaries to the Wild and Scenic Rivers System (System). This bill also specifies what must be considered during the study, requires recommendations on the suitability or nonsuitability of segments for addition to the System, and creates interim protections while the study is being completed and implemented or until December 31, 2021.

AB 149 (Chávez) Extends the due date for the 2020 Urban Water Management Plans (UWMPs) from December 31, 2020, to July 1, 2021, in order to allow water agencies to incorporate into their UWMPs the information that, separately, they must provide by December 31, 2020, regarding compliance with achieving the mandatory statewide goal of a 20% reduction in urban per capita water use from November 2009 levels (20x2020 goal).

AB 275 (Committee on Environmental Safety and Toxic Materials) Revises the California Department of Toxic Substances Control's (DTSC) statute of limitations on cost recovery.

AB 276 (Committee on Environmental Safety and Toxic Material) Authorizes the California Department of Toxic Substances Control (DTSC) to request financial information from specified entities.

An act to amend Sections 25185.6, 25190, 25358.1, 25358.2, and 25367 of the Health and Safety Code, relating to hazardous materials.

AB 298 (Gonzalez) Makes certain violations of regulations restricting activities in Marine Protected Areas (MPAs) punishable as either an infraction or a misdemeanor, unless the person who violates the regulation holds a commercial fishing license or a commercial passenger fishing boat license, or the violation occurs within two years of a prior violation of the same regulation, in which case the violation shall be a misdemeanor.

An act to amend Section 12000 of the Fish and Game Code, relating to fish and wildlife.

AB 301 (Bigelow) Requires Department of Forestry and Fire Protection (CAL FIRE) to notify owners of habitable structures subject to the state responsibility area fire prevention fee (fee) that when selling the property, they may negotiate the apportionment of the annual fee with the buyer as one of the terms of the sale.

An act to amend Section 4213.1 of, and to add Section 4213.2 to, the Public Resources Code, relating to fire prevention.

AB 323 (Olsen) This bill extends the January 1, 2016 sunset date to January 1, 2020, on an exemption from the California Environmental Quality Act (CEQA) for projects to repair, maintain, and make minor alterations to existing roadways under specified conditions.

An act to amend Section 21080.37 of the Public Resources Code relating to the California Environmental Quality Act.

AB 353 (Lackey) Amends the Fully Protected Species statute to authorize the Department of Fish and Wildlife (DFW) to authorize the take of unarmored threespine stickleback, a fully protected fish species, resulting from a habitat restoration project in Bouquet Canyon and Bouquet Creek, if specified conditions are met.

An act to amend Section 5515 of, and to add Section 2081.6 to, the Fish and Game Code, relating to fish, and declaring the urgency thereof, to take effect immediately.

AB 392 (Atkins) This bill eliminates the statutory sunset date of the San Diego River Conservancy and imposes biannual reporting requirements that describe all expenditures, all projects, a progress report, and any recommendations that the conservancy has to improve the statutes under which it operates.

AB 417 (Dahle) Expands the Board of Forestry and Fire Protection (Board) authority to develop alternative stocking standards, when necessary, to include the average residual basal area approach of stocking.

AB 446 (Ridley-Thomas) Extends the sunset date for the Baldwin Hills Conservancy (BHC) to January 1, 2026.

AB 495 (Gordon) This bill increases, from $25,000 to $50,000, the maximum value of contracts which two regional park and open space districts may enter into without using a formal bid process.

AB 549 (Levine) Authorizes the Department of Parks and Recreation (DPR) to accept donations for support of state parks, requires proposed park concession contracts above a threshold to be provided to the Joint Legislative Budget Committee for review prior to approval, clarifies DPR's authority to enter into agreements for acquisition and operation of cabins in state parks, clarifies that concession contract renewals are subject to competitive bidding requirements, and states legislative intent to expedite implementation of recommended reforms of the state park system.

An act to amend Sections 5003.4, 5005, 5009.1, 5009.2, 5010.7, 5080.18, and 5080.20 of the Public Resources Code, relating to state parks.

AB 559 (Lopez) Authorizes the Department of Fish and Wildlife (DFW) to take feasible actions to conserve monarch butterflies and the habitats they depend on for migration, and requires DFW to use best available science, as specified.

AB 606 (Levine) Requires state agencies to reduce water consumption and increase water efficiencies when building on state-owned real property, purchasing real property, or replacing landscaping or irrigation, where feasible, and provides an exemption for state property that is leased to a private party for agricultural purposes.

An act to add Section 11011.29 to the Government Code, relating to state property.

AB 617 (Perea) Modifies last year's Sustainable Groundwater Management Act (SGMA) to incorporate groundwater planning into regional planning, allow public-private partnerships, provide recourse for Groundwater Sustainability Agencies (GSAs) if state agencies are acting inconsistent to an adopted Groundwater Sustainability Plan (GSP), add the Public Utilities Commission (PUC) to the list of entities receiving notice, as specified, and make other clarifying and technical changes.

An act to amend Sections 10540, 10721, 10727.4, 10727.8, and 10733.4 of, and to add Sections 10726.5 and 10732.2 to, the Water Code, relating to water.

AB 692 (Quirk) Requires each state agency that is a buyer of transportation fuels to buy at least 3% of "very low carbon transportation fuels," as defined, beginning January 1, 2017, increasing by 1% per year thereafter until 2024.

An act to add Section 43870 to the Health and Safety Code, relating to greenhouse gases.

AB 786 (Levine) Clarifies that a homeowners association (HOA) may only impose a fine or assessment against a homeowner for reducing or eliminating the watering of vegetation or lawns during a drought where, prior to the imposition of a fine or assessment, the homeowner receives recycled water from a retail water supplier and fails to use that recycled water for landscaping irrigation. This bill is an urgency measure.

An act to amend Section 4735 of the Civil Code, relating to common interest developments, and declaring the urgency thereof, to take effect immediately.

AB 864 (Williams) Requires pipelines to have the best available technology to reduce the amount of oil released in an oil spill to protect state waters and wildlife.

An act to add Section 51013.1 to the Government Code, relating to oil spill response.

AB 876 (McCarty) This bill requires local governments to include organic waste recycling facilities in the existing planning requirements for countywide solid waste management.

An act to add Section 41821.4 to the Public Resources Code, relating to solid waste.

AB 888 (Bloom) Prohibits the sale of personal care products that contain plastic microbeads on and after January 1, 2020.

An act to add Chapter 5.9 (commencing with Section 42360) to Part 3 of Division 30 of the Public Resources Code, relating to waste management.

AB 901 (Gordon) Updates, revises, and expands the information recycling and composting operations and facilities are required to submit to the Department of Resources Recycling and Recovery (CalRecycle).

An act to amend Section 41821.5 of, to amend, renumber, and add Section 41821.6 of, and to add Sections 41821.7 and 41821.8 to, the Public Resources Code, relating to solid waste.

AB 939 (Salas) Clarifies deadlines under the Sustainable Groundwater Management Act (SGMA) for a Groundwater Sustainability Agency (GSA) to develop a Groundwater Sustainability Plan (GSP) in those cases where a groundwater basin is reprioritized by the Department of Water Resources (DWR) from low or very low to high or medium priority. Extends, from 10 days to 20 days, the review period during which data used for setting fees under SGMA is publicly available.

An act to amend Sections 10722.4 and 10730 of the Water Code, relating to groundwater.

AB 951 (Wilk) Requires all regular and special meetings of the Santa Clarita Valley Sanitation District being made upon policy items relating to a total maximum daily load (TMDL) of any pollutant, to be held within the boundaries of the SCVSD.

An act to add Article 10 (commencing with Section 4859) to Chapter 3 of Part 3 of Division 5 of the Health and Safety Code, relating to local government.

AB 985 (Dahle) This bill adds four non-voting members of the Legislature to the Sierra Nevada Conservancy board.

An act to amend Section 33321 of the Public Resources Code, relating to the Sierra Nevada Conservancy.

AB 1034 (Obernolte) Requires a lead agency to consider the construction and operation of a renewable energy generation facility on disturbed mined lands to be an interim use and would prohibit a lead agency from requiring an amendment to an approved reclamation plan if specified criteria are met.

An act to add Section 2777.3 to the Public Resources Code, relating to surface mining.

AB 1045 (Irwin) Requires the California Environmental Protection Agency (CalEPA) to establish policies to encourage recycling of organic waste and coordinate the oversight and regulation of organic waste recycling facilities.

An act to add and repeal Sections 42649.87 and 43032 to the Public Resources Code, relating to solid waste.

AB 1059 (Eduardo Garcia) Requires the Office of Environmental Health and Hazard Assessment (OEHHA) to update its California Communities Environmental Health Screening Tool (CalEnviroScreen 2.0) tool by using relevant environmental data relating to known impacts of air pollution, water pollution, and toxic sites on the environmental quality of the communities in the California-Mexico border region.

An act to add Part 2.1 (commencing with Section 71090) to Division 34 of the Public Resources Code, relating to environmental justice.

AB 1071 (Atkins) Requires each board, department, and office within the California Environmental Protection Agency (CalEPA) to establish a policy on supplemental environmental projects (SEPs) that benefits environmental justice communities.

An act to add Section 71118 to the Public Resources Code, relating to environmental justice.

AB 1075 (Alejo) Establishes standards for what constitutes a repeat serious hazardous waste facility violation and specifies the enforcement or permit revocation action to be taken by the Department of Toxic Substances Control (DTSC).

An act to amend Sections 25186 and 25186.2 of, and to add Sections 25186.05 and 25189.4 to, the Health and Safety Code, relating to hazardous waste.

AB 1089 (Eduardo Garcia) This bill adds members from Coachella and Indio to the governing board of the Coachella Valley Mountains Conservancy.

AB 1095 (Eduardo Garcia) Requires the California Natural Resources Agency (CNRA), on or before March 31, 2016, to submit to the Legislature a list of shovel-ready Salton Sea restoration projects, including information regarding project costs and project completion timelines.

AB 1164 (Gatto) Prohibits cities and counties from enacting or enforcing any ordinance or regulation that prohibits the installation of drought tolerant landscaping, synthetic grass or artificial turf on residential property.

An act to add Section 53087.7 to the Government Code, relating to water conservation, and declaring the urgency thereof, to take effect immediately.

AB 1259 (Levine) Authorizes the Department of Fish and Wildlife (DFW) to allow the temporary placement of beehives on department-managed wildlife areas, through simple lease or permit agreements specifying appropriate conditions, and authorizes the Department of General Services (DGS) to let public lands for apiary purposes for less than fair market rental if the lease for apiary purposes does not require exclusive use of the land.

An act to amend Section 1745.2 of the Fish and Game Code, and to add Section 14670.14 to the Government Code, relating to bees, and declaring the urgency thereof, to take effect immediately.

AB 1269 (Dababneh) Extends the authority of the California Alternative Energy and Advanced Transportation Financing Authority (CAEATFA) to grant financial assistance in the form of a sales and use tax (SUT) exclusion for projects that promote the use of advanced manufacturing until January 1, 2021.

AB 1312 (O'Donnell) This bill delays implementation of California's performance standards for vessels that discharge ballast waterin the state, expands the State Lands Commission's (commission) vessel inspection authority to include biofouling management, and makes clarifying and streamlining changes to various related code sections.

AB 1323 (Frazier) Authorizes a public agency to remove and dispose of marine debris after 10 days if the marine debris is floating, sunk, partially sunk, or beached in or on a public waterway, public beach, or on state tidelands or submerged lands, as specified.

An act to add Article 3 (commencing with Section 550) to Chapter 3 of Division 3 of the Harbors and Navigation Code, relating to marine debris.

AB 1420 (Salas) Requires a local health officer to take specified actions when there is a leak in a gas pipeline and requires the Division of Oil, Gas and Geothermal Resources (DOGGR) to review its gas pipeline regulations and update them, if needed.

An act to add Section 101042 to the Health and Safety Code, and to add Sections 3270.5 and 3270.6 to the Public Resources Code, relating to oil and gas.

AB 1482 (Gordon) Requires the California Natural Resources Agency (NRA) to update its climate adaptation strategy, the Safeguarding California Plan (Plan), by July 1, 2017, and every three years thereafter by coordinating adaption activities among lead state agencies in each sector. This bill also requires the relevant state agencies to maximize specified objectives across sectors to address vulnerabilities identified in the Plan and requires the Strategic Growth Council (SGC) to identify and review activities and funding programs of state agencies that may be coordinated to meet the goals of the strategies and priorities in the Plan.

An act to amend Section 75125 of, and to add Part 3.7 (commencing with Section 71150) to Division 34 of, the Public Resources Code, relating to climate change.

AB 1496 (Thurmond) Requires the California Air Resources Board (ARB) to (1) monitor high-emission methane hot-spots in the state, (2)consult with specified entities to gather information for purposes of carrying out life-cycle greenhouse gas (GHG) emissions analyses of natural gas imports, (3) update relevant policies and programs based on those updated life-cycle analyses, and 4) review scientific information on atmospheric reactivity of methane as a precursor to the formation of photochemical oxidants.

An act to add Sections 116680, 116681, 116682, and 116684 to the Health and Safety Code, to add and repeal Sections 21080.08, 21080.45, and 21080.46 of the Public Resources Code, and to amend Sections 375, 375.5, 377, 1058.5, 1552, 1846, 5103, and 5104 of, to add Sections 377.5, 79708.5, and 79716.5 to, and to add Article 3 (commencing with Section 1840) to Chapter 12 of Part 2 of Division 2 of, the Water Code, relating to water, and making an appropriation therefor, to take effect immediately, bill related to the budget.

SB 141 (McGuire) This bill clarifies that the Humboldt Bay Harbor, Recreation & Conservation District (District) is authorized to sell or transfer certain property, and makes several other changes to the District's Act.

An act to amend Sections 23 and 25 of, and to add Section 28.5 to, the Humboldt Bay Harbor, Recreation, and Conservation District Act (Chapter 1283 of the Statutes of 1970), relating to tide and submerged lands.

SB 144 (Pan) Updates the project descriptions and authorizations for specific state law flood control projects along the American and Sacramento Rivers in order to make the scope of those projects consistent with their current federal feasibility studies and authorizations. Also makes nonsubstantive technical corrections.

An act to amend Section 12670.14 of the Water Code, relating to water resources.

SB 162 (Galgiani) This bill extends the sunset date that allows treated wood waste (TWW) to be disposed of in a Class II or III landfill so long as alternative management standards, established by the Department of Toxic Substances Control (DTSC) are maintained to January 1, 2020.

An act to amend Section 25150.7 of the Health and Safety Code, relating to hazardous waste.

SB 165 (Monning) This bill adds additional crimes or violations to an existing Fish and Game Code statute which authorizes civil fines for certain natural resource-related violations in connection with the production or cultivation of a controlled substance. An act to amend Section 12025 of the Fish and Game Code, relating to controlled substances.

SB 348 (Galgiani) Extends until 2019 the exemption from the California Environmental Quality Act (CEQA) of the closure of a railroad grade crossing by order of the Public Utilities Commission (PUC) when the PUC has found the crossing to present a threat to public safety.

An act to amend Sections 21080.13 and 21080.14 of the Public Resources Code, relating to environmental quality.

SB 422 (Monning) This bill changes the name of the Santa Clara County Open Space Authority (Authority), authorizes the Authority to acquire interest in real property located outside of its boundaries, and authorize the Authority's boundaries to be altered by the annexation of contiguous territory in the unincorporated area of a neighboring county. An act to amend Sections 35100, 35101, 35103, 35120, 35152, and 35153 of, to amend the heading of Division 26 (commencing with Section 35100) of, and to add Section 35122 to, the Public Resources Code, relating to the Santa Clara Valley Open-Space Authority.
