An act to add Section 37222.18 to the Education Code, and to add Section 6725 to the Government Code, relating to public schools.

AB 25 (Gipson) This bill requires the California Student Aid Commission (CSAC) to establish an appeal process for institutions failing to meet Cal Grant program participation requirements and authorizes the CSAC to grant an appeal for one academic year to an institution with a small cohort of 20 individuals or less, as specified.

An act to amend Section 69432.7 of the Education Code, relating to financial aid.

AB 30 (Alejo) Establishes the California Racial Mascots Act and prohibits, beginning January 1, 2017, all public schools from using the term ?Redskins? for school or athletic team names, mascots, or nicknames.

An act to add Section 66017.7 to the Education Code, relating to postsecondary education.

AB 158 (O?Donnell) Provides that Chapter 2 of the Education Code shall be known as may be cited as, the John B. Mockler School Finance Act.

An act to repeal and amend Section 41200 of the Education Code, relating to school finance.

AB 163 (Williams) This bill renames the existing American Indian languages credential as the American Indian language-culture teaching credential and establishes new requirements for the credential.

An act to amend Section 44262.5 of the Education Code, and to amend Section 1 of Chapter 324 of the Statutes of 2009, relating to teacher credentialing.

AB 215 (Alejo) This bill reduces the maximum cash settlement that may be paid to a school district superintendent upon termination from 18 times of that employee?s monthly salary to 12 times of that employee?s monthly salary. This bill also prohibits a cash settlement in the case of a termination in which the school district believes and subsequently confirms that the superintendent has engaged in fraud, misappropriation of funds, or other illegal fiscal practices.

An act to amend Section 53260 of the Government Code, relating to employment.

AB 220 (Holden) This bill modifies high school graduation requirements to authorize the completion of a course in integrated mathematics that includes Algebra I, rather than requiring completion of a traditional stand-alone Algebra I course.

AB 224 (Jones-Sawyer) Requires the California Department of Education (CDE) to develop a standardized notice of educational rights of a foster youth and post the notice on its Web site.

An act to amend Sections 48204, 48645.5, 48853, and 48853.5 of the Education Code, and to amend Sections 317 and 16010 of the Welfare and Institutions Code, relating to pupils.

AB 271 (Obernolte) This bill expands the existing authority of Alternative Payment Programs (APP) and child care providers to use electronic methods for storage of documents or records and use of digital signatures pursuant to current state standards, as specified.

An act to amend Sections 8227.3 and 8262.1 of, and to add Section 8227.5 to, the Education Code, relating to child care.

AB 288 (Holden) Authorizes the governing board of a community college district (CCD) to enter into a College and Career Access Pathways (CCAP) partnership with the governing board of a school district, in its immediate service area, with the goal of developing seamless pathways from high school to California Community Colleges (CCC) in order to offer or expand dual enrollment opportunities for students who may not be college bound or who are underrepresented in higher education; and, outlines the conditions that must be met prior to the adoption of the CCAP agreement.

An act to add and repeal Section 76004 to the Education Code, relating to public schools.

AB 302 (Cristina Garcia) Requires that schools provide reasonable accommodations to breastfeeding students on school campuses.

An act to add Section 222 to the Education Code, relating to pupil services.

AB 306 (Hadley) Prohibits a school district of residence from prohibiting the transfer of a pupil who is a child of an active military duty parent to a school in any school district, if the school district to which the parents of the pupil apply approves the application for transfer. Defines ?active military duty? to mean full-time military duty status in the active uniformed service of the United States, including members of the National Guard and the State Reserve on active duty orders pursuant to United States Code Title 10, Sections 1209 and 1211.

An act to amend Sections 48300 and 48301 of the Education Code, relating to school districts.

AB 329 (Weber) Makes instruction in sexual health education mandatory, revises human immunodeficiency virus (HIV) prevention education content, expands topics covered in sexual health education, requires this instruction to be inclusive of different sexual orientations, and clarifies parental consent policy.

AB 331 (Levine) This bill authorizes a county committee on school district organization to decrease the membership of a school district?s governing board from five to three if the district?s average daily attendance (ADA) during the preceding year was less than 300.

AB 379 (Gordon) Makes complaints alleging violations of certain educational rights afforded to students in foster care and students who are homeless subject to the Uniform Complaint Procedures (UCP).

An act to amend Sections 48853, 48853.5, 49069.5, 51225.1, and 51225.2 of, and to amend the heading of Chapter 5.5 (commencing with Section 48850) of Part 27 of Division 4 of Title 2 of, the Education Code, relating to foster youth.

AB 404 (Chiu) Requires the regional accrediting agency for the California Community Colleges (CCC) to report to the CCC Board of Governors (BOG) as soon as practicable after the National Advisory Committee on Institutional Quality and Integrity (NICIQI) has notified the agency of the date by which their application for continued recognition is due; and, requires the CCC BOG to conduct a survey of the CCC, including faculty and classified personnel, to develop a report to be transmitted to the United States Department of Education (USDE) and NICIQI that reflects a systemwide evaluation of the agency based on criteria used to determine an accreditor?s status.

An act to amend Sections 70901 and 72208 of the Education Code, relating to community colleges.

AB 496 (Rendon) Requires the California Department of Education (CDE) to identify available sources of funding to fund school water quality and infrastructure.

An act to add Section 38086.1 to the Education Code, relating to pupil nutrition.

AB 509 (Perea) Exempts from the California Private Postsecondary Education Act (Act) and related oversight by the Bureau of Private Postsecondary Education (Bureau) a bona fide organization, association, or council that offers pre-apprenticeship training programs, on behalf of one or more Division of Apprenticeship Standards (DAS)-approved labor-management apprenticeship programs, provided that the entity meets the requirements for the Eligible Training Provider List (ETPL) and has not been removed from the ETPL for failure to meet performance standards.

An act to amend Section 94874 of the Education Code, relating to private postsecondary education.

AB 566 (O?Donnell) Requires school districts entering into specified school building lease contracts to use a skilled and trained workforce.

An act to amend Sections 17406 and 17407 of, and to add Section 17407.5 to, the Education Code, and to amend Section 20111.6 of the Public Contract Code, relating to school facilities.

AB 625 (Bonta) Requires the State Controller, the Superintendent of Public Instruction (SPI), and the school district superintendent to meet before each audit of a school district that has received an emergency apportionment to discuss the terms of the audit and the timeline under which it will proceed.

An act to amend Section 41320.1 of the Education Code, relating to school finance.

AB 636 (Medina) This bill requires postsecondary education institutions to disclose to law enforcement the identity of an alleged assailant if the institution determines that the alleged assailant represents a serious or ongoing threat to the safety of the campus community and the immediate assistance of law enforcement is necessary.

An act to amend Section 67380 of the Education Code, relating to postsecondary education.

AB 653 (Levine) Expands the means by which a California Community College (CCC) district may secure contract bids to include posting a notice on its Internet Web site or through an electronic portal; and, clarifies that existing Education Code and Public Contract Code provisions do not preclude the governing board of a community college district from purchasing materials, equipment, supplies, or services under the same conditions as those specified in a contract lawfully awarded by the University of California (UC) or the California State University (CSU).

An act to amend Section 81641 of, and to add Section 81646 to, the Education Code, and to add Section 20653.5 to the Public Contract Code, relating to postsecondary education.

AB 716 (Low) This bill defines ?supplanting? for purposes of special session instructional programs offered at the California State University (CSU), and establishes requirements and prohibitions on the offering of state-supported and special session courses for the purposes of degree completion and graduation.

An act to amend Section 89708 of the Education Code, relating to the California State University.

AB 721 (Medina) Establishes requirements on institutions related to disclosure of student loan data and disclosure of information to students seeking private loans.

An act to amend Sections 69800 and 69800.5 of, and to add Section 69800.2 to, the Education Code, relating to student financial aid.

AB 752 (Salas) This bill requires the Bureau for Private Postsecondary Education, by July 1, 2016, to review the list of examinations prescribed by the U.S. Department of Education and if the Bureau determines there is no examination appropriate for ability-to-benefit students with limited English proficiency, to approve an alternative examination for these students.

AB 762 (Mullin) Expands the age range of the childcare optional toddler component.

An act to amend Sections 1596.955 and 1596.956 of the Health and Safety Code, relating to care facilities.

AB 767 (Santiago) This bill requires the California Community Colleges Chancellor?s Office (CCCCO) to review and update its emergency preparedness standards in consultation with the Office of Emergency Services by January 1, 2017.

An act to amend Section 71095 of the Education Code, relating to community colleges.

AB 798 (Bonilla) Establishes, until July 1, 2020, a state grant program to incentivize increased adoption of open source educational resources at campuses of the California Community Colleges (CCC), and the California State University (CSU).

An act to amend Section 69999.6 of, and to add and repeal Part 40.1 (commencing with Section 67420) of Division 5 of Title 3 of, the Education Code, relating to postsecondary education.

AB 819 (Irwin) This bill eliminates the sunset on the authority of the California State University (CSU) and the University of California (UC) to distribute the names and addresses of alumni for purposes of participation in affinity programs, expands the opt-out disclosure methods which may be used, and eliminates related obsolete reporting requirements.

An act to amend Sections 89090 and 92630 of, and to repeal Sections 89090.3, 89090.5, 92630.3, and 92630.9 of, the Education Code, relating to the public postsecondary education.

AB 827 (O?Donnell) Requires the California Department of Education (CDE), as part of its compliance monitoring, to assess whether local educational agencies (LEAs) have provided information to certificated staff serving grades 7-12 on school site and community resources for lesbian, gay, bisexual, transgender, and questioning (LGBTQ) students.

An act to amend Section 234.1 of the Education Code, relating to safe schools.

AB 833 (Bonta) Establishes a subsidized child care pilot program in Alameda County.

An act to add and repeal Article 15.3 (commencing with Section 8340) of Chapter 2 of Part 6 of Division 1 of Title 1 of the Education Code, relating to child care and development services.

AB 854 (Weber) An urgency measure, this bill restructures the existing Foster Youth Services (FYS) program by shifting the primary function from direct services to coordination, and allows program funds to be used to support all students in foster care, irrespective of placement.

An act to amend Sections 42920.5, 42921, 42923, and 42924 of, to add Section 42926 to, to repeal Section 42922 of, and to repeal and add Sections 42920 and 42925 of, the Education Code, relating to educational services, and declaring the urgency thereof, to take effect immediately.

AB 881 (Cristina Garcia) This bill expands the definition of ?bullying by an electronic act,? from the ?creation and transmission? of a communication to the ?creation or transmission? of a communication by means of an electronic device.

AB 913 (Santiago) Provides for changes to the written jurisdictional agreements between postsecondary educational institutions and local law enforcement.

AB 915 (Holden) This bill repeals the prohibition on out-of-state travel for school and community college employees who are receiving industrial injury leave benefits.

AB 949 (Gonzalez) This bill requires the California Interscholastic Federation to develop guidelines, procedures, and safety standards to classify competition cheer as an interscholastic sport.

An act to add Section 33353.7 to the Education Code, relating to physical education.

AB 963 (Bonilla) Clarifies the definition of service that can be reported to the California State Teachers? Retirement System (CalSTRS) and remedies membership issues for individuals in classified positions who were erroneously reported to CalSTRS. This bill also revises the definition of ?compensation earnable? for outgrowth activities.

AB 1012 (Jones-Sawyer) Defines ?courses without educational content,? prohibits a school district serving any grades 9-12 from assigning students to a course without educational content for more than one week in any semester, and prohibits the assignment of any student to a course that the student has previously completed and received a satisfactory grade, unless specified conditions are met.

An act to add Sections 51228.1, 51228.2, and 51228.3 to the Education Code, relating to pupil instruction.

AB 1016 (Santiago) Requires the California Community Colleges (CCC) Chancellor?s Office (CCCCO) to report to the Legislature, on or before December 1, 2016, the status of each community college?s compliance with the Student Transfer Achievement Reform (STAR) Act?s provision related to creating associate degrees for transfer (ADTs); requires the California State University (CSU) to submit two reports to the Legislature, as specified, on campus acceptance of transfer model curricula (TMC) by concentration; and, requires the CSU to publicly post available data on associate degree for transfer students as specified.

An act to add Section 66749.5 to the Education Code, relating to public postsecondary education.

AB 1058 (Baker) Encourages school districts, county offices of education (COEs) and charter schools to participate in child abuse prevention training and are encouraged to provide all employees receive training in child abuse prevention at least every three years.

An act to amend Section 44691 of the Education Code, relating to pupil safety.

AB 1064 (Roger Hernández) Removes the January 1, 2016, sunset date from provisions of law that require the California Department of Education (CDE) and any other state agency to allow the full indirect cost rate established by the CDE for state or federal grant programs administered by local education agencies unless a lower rate is required by other state or federal law.

AB 1091 (Eduardo Garcia) This bill authorizes the California Student Aid Commission (CSAC) to require verification of high school graduation to be electronically submitted for high school graduates for the purpose of determining financial aid eligibility, as specified, and requires the electronic submission of grade point average (GPA) information on a standardize form.

AB 1101 (Bonilla) Requires a school district that elects to undertake an investigation to determine whether a pupil meets residency requirements to adopt a policy regarding the investigation of a pupil before investigating any pupils.

An act to add Section 48204.2 to the Education Code, relating to pupil school enrollment.

AB 1166 (Bloom) Allows students in foster care and those who are homeless to be eligible for the exemption from local graduation requirements even if they are not notified of this right within 30 days of enrollment, and allows homeless students to be exempt even if they are no longer homeless or if they transfer to another school or district.

An act to amend Section 51225.1 of the Education Code, relating to pupils.

AB 1185 (Ridley-Thomas) Authorizes the Los Angeles Unified School District (LAUSD) to utilize a best value procurement process as a pilot project until January 1, 2021, for construction projects over $1 million.

An act to add and repeal Article 3.3 (commencing with Section 20119) of Chapter 1 of Part 3 of Division 2 of the Public Contract Code, relating to best value procurement.

AB 1204 (Chau) States the intent of the Legislature that the State Board of Education (SBE) consider appointing a student member to the Instructional Quality Commission (IQC), and establishes the terms of any student appointment to the IQC.

An act to amend Sections 33530 and 33532 of the Education Code, relating to the Instructional Quality Commission.

AB 1228 (Gipson) Extends priority for housing at the University of California (UC), the California State University (CSU), and the California Community Colleges (CCC) to homeless youth, and requests campuses to develop plans to ensure that homeless and foster youth have housing during breaks.

An act to amend Sections 66019.3, 76010, 90001.5, and 92660 of the Education Code, relating to public postsecondary education.

AB 1307 (McCarty) Requires the California State University (CSU) and the University of California (UC) to follow specified student fee consultation and notification provisions.

An act to amend Sections 66028.2, 66028.4, and 66028.5 of the Education Code, relating to public postsecondary education.

AB 1339 (Santiago) This bill extends the exemption from the requirement that a merit system school district fill classified employee vacancies with applicants from the first three ranks on an eligibility list until December 31, 2020.

An act to amend Section 45277.5 of the Education Code, relating to school district employees.

AB 1358 (Dababneh) Aligns the process for school districts awarding contracts through the design-build method with the design-build process established for state and local agencies.

An act to add Section 17250.55 to, and to amend, repeal, and add Chapter 2.5 (commencing with Section 17250.10) of Part 10.5 of Division 1 of Title 1 of, the Education Code, and to repeal Section 4 of Chapter 421 of the Statutes of 2001, relating to school facilities.

AB 1369 (Frazier) This bill expands the description of psychological processes to include phonological processing, and requires the Superintendent of Public Instruction to develop program guidelines for dyslexia to assist teachers and parents to identify and assess students with dyslexia, and to plan, provide, evaluate and improve educational services for students with dyslexia.

An act to add Sections 56334 and 56335 to the Education Code, relating to special education.

AB 1391 (Gomez) Makes complaints regarding compliance with instructional minute requirements for physical education subject to the Uniform Complaint Procedures (UCP), states that the Legislature finds and declares that neither the original provisions of the applicable section, nor any subsequent amendments to it, were intended to create a private right of action, and takes effect immediately as an urgency statute.

AB 1431 (Gomez) Extends the authority to utilize job order contracting (JOC) to all school districts.

SB 103 (Committee on Budget and Fiscal Review) This bill provides statutory changes and clean-up necessary to enact education-related provisions of the Budget Act of 2015.

An act to amend Sections 8347.2, 8347.4, 70022, 89007.7, and 89282 of, and to repeal Section 8347.6 of, the Education Code, to amend Section 58 of Chapter 13 of the Statutes of 2015, and to amend Items 6100-194-0001 and 6100-194-0890 of Section 2.00 of the Budget Act of 2015, relating to education finance, and making an appropriation therefor, to take effect immediately, bill related to the budget.

SB 111 (Fuller) Expresses the intent of the Legislature that assistance be provided to school districts in the 2015-16 Fiscal Year to meet the matching share requirement of a school construction grant made by the Office of Economic Adjustment of the federal Department of Defense (DoD) to construct, renovate, repair, or expand elementary and secondary public schools located on military installations. Requires the Department of Finance (DOF) to explore options on how best to assist school districts in meeting the matching share requirement of the federal school construction grant. Requires the options to include, but not necessarily be limited to, making low-interest loans available to school districts through the California Infrastructure and Economic Development Bank (IBank).

SB 148 (McGuire) This bill updates statutory provisions and financial calculations regarding school district reorganization to reflect the state funding transition from revenue limit funding to the local control funding formula (LCFF).

SB 172 (Liu) This bill suspends the administration of the high school exit examination (exit exam), and the requirement that students pass this exam as a condition of graduation from high school, during the 2015-16 through 2017-18 school years, and requires local educational agencies (LEAs) to grant a diploma to any student who completed grade 12 in the 2003-04 or subsequent school year and met all applicable graduation requirements other than passage of the exit exam.

SB 186 (Jackson) Authorizes a California Community College District (CCD) to remove, suspend, or expel a student for sexual assault, as specified.

An act to amend Sections 76033 and 76034 of the Education Code, relating to community college districts.

SB 200 (Lara) Provides that a pupil complies with the residency requirements for school attendance in a school district if the pupil?s parent or legal guardian resides outside of the boundaries of that school district but is employed and lives with the pupil at the place of his or her employment within the boundaries of the school district for a minimum of three days during the school week.

SB 210 (Galgiani) This bill requires the California Department of Education (CDE) to select language developmental milestones for use by parents to monitor and track the language acquisition and development of children age birth to five years who are deaf and hard-of-hearing.

SB 232 (Hall) This bill allows a state-appointed trustee or administrator of a school district in receivership to request the advice and assistance of the California Collaborative for Educational Excellence.

SB 242 (Monning) This bill requires a school districts police department to obtain approval from its governing board prior to receiving federal surplus military equipment.

An act to add Section 38004.5 to the Education Code, relating to school security.

SB 252 (Leno) This bill prohibits a fee from being charged to homeless youth for the high school proficiency exam and the high school equivalency tests.

An act to amend Sections 48412 and 51421 of, and to add and repeal Section 51421.5 to, the Education Code, relating to pupils, and making an appropriation therefor.

SB 359 (Mitchell) This bill requires each local educational agency (LEA) that serves students entering grade 9 to develop and adopt a fair, objective, and transparent mathematics placement policy for students entering grade 9.

SB 410 (Beall) This bill defines on-time graduates to mean students who graduate within 100% of the program length in lieu of classifying this group as ?graduates.?

SB 440 (Committee on Education) Authorizes the withholding of registration privileges from University of California (UC) and California State University (CSU) students who are recipients of the DREAM Loan Program if they have defaulted on their DREAM Loan.

SB 445 (Liu) This bill extends the right to remain in the school of origin to homeless students, which is currently provided to students who are in foster care.

SB 451 (Lara) Revises requirements for school counseling programs in school districts which have chosen to provide comprehensive educational counseling programs.

SB 532 (Leyva) This bill requires that a school district governing board act on a request for pupil representation on the board within 60 days of receipt of the request, and requires a majority vote of all voting members of the board in order to eliminate a student representative from the board, subject to the motion to do so being noticed as a public item on the board?s agenda prior to the vote.

SB 597 (Huff) This bill extends, for one year, the sunset and repeal dates of statute that allows the governing board of a school district to permit the enrollment of pupils who reside in another district by declaring to be a District of Choice (DOC).

An act to amend Sections 48315 and 48316 of the Education Code, relating to pupil attendance.

SB 605 (Gaines) This bill, until July 1, 2022; (1) exempts up to 200 students in any academic year from paying non-resident tuition fees if they attend the Lake Tahoe Community College (LTCC) and reside in specified communities in the State of Nevada, and; (2) permits the LTCC to count these persons as resident full-time equivalent students (FTES) for purposes of determining California apportionment funding. This bill makes these provisions contingent upon the Board of Governors of the California Community Colleges (CCC) entering into an interstate attendance agreement with the Nevada System of Higher Education providing reciprocal rights to California residents attending Western Nevada College that reasonably conform to the benefits extended to Nevada residents by this bill?s provisions.

SB 652 (Allen) This bill changes the date by which the State Board of Education (SBE) must consider adoption of the revised framework for science education from January 31, 2016, to January 31, 2017.

An act to amend Section 60200.9 of the Education Code, relating to instructional materials.

SB 695 (De León) This bill requires school districts that require completion of a course in health education as a condition of high school graduation to include instruction in sexual harassment and violence, and requires the Instructional Quality Commission (IQC), during the next revision of the health framework, to consider including comprehensive information for grades 9-12 on sexual harassment and violence.

An act to add Sections 33544 and 51225.36 to the Education Code, relating to school curriculum.

SB 708 (Mendoza) This bill authorizes school districts and county offices of education to make electronic applications for free or reduced-price meals available, and requires both paper and electronic applications to contain clear instructions for families that are homeless or are migrants.

An act to amend Section 49557 of the Education Code, relating to pupil nutrition.

SB 725 (Hancock) This bill, an urgency measure, exempts from the requirement to pass the California High School Exit Examination students in the Class of 2015 who have met all other high school graduation requirements.

An act to add Section 60851.1 to the Education Code, relating to pupil testing, and declaring the urgency thereof, to take effect immediately.

SB 738 (Huff) This bill provides that an authorizing physician and surgeon shall not be subject to professional review, be liable in a civil action, or be subject to criminal prosecution for the issuance of a prescription or order pursuant to existing law (which requires public schools to obtain a prescription for epinephrine auto-injectors from an authorizing physician and surgeon, as defined, for use in emergencies) unless the physician and surgeon?s issuance of the prescription or order constitutes gross negligence or willful or malicious conduct.

An act to amend Section 49414 of the Education Code, relating to pupil health.

SB 750 (Mendoza) This bill modifies the definitions of a ?long-term English learner? and an ?English learner at risk of becoming a long-term English learner,? and expands the notification requirements of the California Department of Education (CDE) regarding these students.

An act to amend Sections 313.1 and 313.2 of the Education Code, relating to English language education.
