Rosenbaum’s work on homeless issues took him across Southern California. He sued Santa Barbara, Santa Monica and Laguna Beach officials over treatment of the homeless, arguing the cities’ policies unconstitutionally sought to criminalize the homeless. In June 2009, Laguna settled the lawsuit, repealing local ordinances that ticketed homeless men and women for sleeping in public. And he was part of the legal team that sued Hollywood Presbyterian Medical Center after a homeless man was found dumped in Los Angeles’ Skid Row. He remains a key player in the ACLU’s litigation monitoring Men’s Central Jail and is heading up a lawsuit against the federal government’s illegal deportation of a U.S. citizen to Mexico.
