Gov. Arnold Schwarzenegger's legal affairs secretary served as the state's chief negotiator this year on the expansion of casinos run by Indian tribes. Her work on five expanded compacts will give California a bigger cut of profits estimated to be worth as much as $22.4 billion. Now Hoch gets to play defense: Labor unions have launched a ballot challenge to the compacts, alleging they don't protect casino workers.
