There's not a judicial appointment or major development in the legal community that doesn't cross Malcolm's desk. A member of the judicial advisory panels for both President Bush and Gov. Arnold Schwarzenegger, the go-to Republican leader also served as a key player in the formation of a law school at the University of California, Irvine.
