• AB 317 (Aguiar-Curry) Establishes the Napa County Farmworker Centers Account (NCFCA) within the Department of Housing and Community Development (HCD).

An act to add Section 50711.5 to the Health and Safety Code, relating to housing.

• AB 465 (Ting) This bill extends the sunset of the Urban Agriculture Incentive Zones (UAIZ) Act from January 1, 2019 to January 1, 2029 and makes technical changes to the UAIZ Act.

An act to amend Section 51042 of the Government Code, relating to local government.

• AB 527 (Caballero) This bill allows commercial unmanned aircraft systems (drones) operations for the purposes of pesticide application for mosquito and vector control, provided that the drone operator complies with Federal Aviation Administration (FAA) rules governing drone flight and the drone operator has approval from the California Department of Pesticide Regulation (DPR). This bill creates a new pest control aircraft pilot (PCAP) certificate for drone operators, to be provided upon operators passing the exam, as specified.

An act to amend Sections 11901, 11902, 11905, and 11910 of, and to add Section 11902.5 to, the Food and Agricultural Code, relating to pest control operations.

• AB 564 (Committee on Agriculture) This bill authorizes the California Department of Food and Agriculture (CDFA) to regulate and enforce food safety programs adopted by the state or by the federal government for raw unprocessed fruits, nuts, or vegetables.

An act to amend Section 42653 of the Food and Agricultural Code, relating to agriculture.

• AB 571 (Eduardo Garcia) Makes changes to the farmworker housing tax credit set-aside within the Low Income Housing Tax Credit (LIHTC) Program and to the Department of Housing And Community Development’s (HCD) Office of Migrant Services (OMS).

An act to amend Sections 50199.7, 50710, and 50710.1 of the Health and Safety Code, and to amend Sections 12206, 17058, and 23610.5 of the Revenue and Taxation Code, relating to farmworker housing, and declaring the urgency thereof, to take effect immediately.

• AB 768 (Aguiar-Curry) This bill repeals the sunset date for enforcement provisions of direct marketing.

An act to repeal Section 47026 of the Food and Agricultural Code, relating to certified farmers’ markets.

• AB 822 (Caballero) Provides bid preferences for the state’s purchases of California-grown or California-packed or processed agricultural products.

An act to add Chapter 7 (commencing with Section 58595) to Part 1 of Division 21 of the Food and Agricultural Code, and to amend Sections 4330 and 4331 of the Government Code, relating to institutional purchasers of agricultural products.

• AB 861 (Dahle) This bill would authorize a county agricultural commissioner (CAC), in the absence of a local ordinance, to take abatement action against a hive containing Africanized or overly defensive honey bees if it is determined that the hive is a public nuisance.

An act to amend Section 29321 of, and to add Section 29322 to, the Food and Agricultural Code, relating to bees.

• AB 933 (Committee on Agriculture) This bill would authorize specified funds appropriated to the California Department of Food and Agriculture (CDFA) to be disbursed to the California Agricultural Commissioners and Sealers Association (CACASA) to offset program and personnel expenses; would authorize, rather than require, CDFA to expend funds on fair exhibits and judges, as specified; would require milk products to be labeled with a date that would ensure consumer quality; and would authorize the Olive Oil Commission (OOC) of California to engage in public education activities.

An act to amend Sections 224, 4401.5, 36004, 79804, and 79851 of the Food and Agricultural Code, relating to food and agriculture, and making an appropriation therefor.

• AB 944 (Limón) Defines the California Spiny Lobster Commission within state government.

An act to add and repeal Chapter 25.5 (commencing with Section 79150) of Part 2 of Division 22 of the Food and Agricultural Code, relating to food and agriculture, and making an appropriation therefor.

• AB 954 (Chiu) Requires the Department of Food and Agriculture (DFA), in consultation with the Department of Public Health (DPH), to publish information that encourages food manufacturers, processors, and retailers responsible for the labeling of food products to voluntarily use specified “best by” and “use by” labels that communicate quality and safety dates, respectively.

An act to add Division 25 (commencing with Section 82000) to the Food and Agricultural Code, relating to food labeling, and making an appropriation therefor.

• AB 1126 (Committee on Agriculture) This bill extends, to January 1, 2023, the sunset date that authorizes the use of carbon monoxide (CO) to control burrowing rodent pests (BRP), subject to specified requirements, and under the condition that a warning label be permanently affixed to the carbon monoxide delivery device.

An act to amend Section 6025.4 of the Food and Agricultural Code, relating to pesticides.

• AB 1131 (Lackey) This bill states that if the 50th District Agricultural Association (DAA) is part of a joint powers agreement (JPA), the JPA agency is responsible for conducting annual examinations and reviews of its books, and a triennial audit.

An act to amend Section 4051 of the Food and Agricultural Code, relating to district agricultural associations.

• AB 1348 (Aguiar-Curry) This bill would require the California Department of Food and Agriculture (CDFA) to ensure the inclusion of socially disadvantaged farmers and ranchers (SDF) in the development, adoption, implementation, and enforcement of food and agriculture laws, regulations, and policies and programs.

An act to add Article 6 (commencing with Section 510) to Chapter 3 of Part 1 of Division 1 of the Food and Agricultural Code, relating to the agricultural industry.

• AB 1351 (Caballero) This bill allows, under a District Agriculture Association (DAA) leasing authority and with the California Department of General Services’ (DGS) approval, the lease, construction and maintenance of affordable housing, as specified, on DAA property.

An act to amend Section 4051 of the Food and Agricultural Code, relating to district agricultural associations.

• AB 1480 (Quirk) This bill authorizes the Director of the Department of Pesticide Regulation (DPR) to levy a civil penalty against a person who commits fraudulent activity related to the pesticide applicator licensing process.

An act to amend Sections 11792 and 12999.4 of the Food and Agricultural Code, relating to pesticides.

• AB 1486 (Caballero) This bill consolidates milk products plant permits, increases license and permit fees, and updates food safety laws in regards to the manufacture and sale of frozen and soft-serve dairy and nondairy products.

An act to amend Sections 33704, 34008, 35016, 35221, and 36806 of the Food and Agricultural Code, relating to milk products.

• SB 240 (Dodd) Increases the maximum annual assessment that may be levied on vineyards in Napa County to support the County’s farmworker housing.

An act to amend Section 25213.2 of the Government Code, relating to local government.

• SB 243 (Galgiani) This bill would appropriate $9,616,000 from the Citrus Disease Management Account (CDMA) to the California Department of Food and Agriculture (CDFA) for operating expenses necessary for the prevention and management of citrus diseases.

An act relating to citrus disease prevention, and making an appropriation therefor, to take effect immediately, usual current expenses of the state.

• SB 335 (Cannella) This bill codifies the Nursery Advisory Board (Board) within the California Department of Food and Agriculture (CDFA) and defines the Board’s membership and membership terms.

An act to add Chapter 3 (commencing with Section 6990) to Part 3 of Division 4 of the Food and Agricultural Code, relating to nurseries.

• SB 368 (McGuire) This bill provides that any unallocated balance of revenues, derived from specified deposits into the Fair and Exposition (F&E) Fund and other funding appropriated by the Legislature or otherwise designated for fairs, is to be continuously appropriated for allocation by the Secretary of the California Department of Food and Agriculture (CDFA) for capital outlay to fairs.

An act to amend Section 19620.2 of the Business and Professions Code, and to amend Section 3200 of the Food and Agricultural Code, relating to horse racing, and making an appropriation therefor.

• SB 732 (Stern) This bill allows a city or county to develop an agricultural land component of their open-space element, or a separate agricultural land element, in return for priority consideration for funding provided by the Department of Conservation.

An act to amend Section 669.5 of the Evidence Code, to amend Sections 51283, 65560, and 65570 of, and to add Sections 65565 and 65565.1 to, the Government Code, to amend Section 5950.1 of the Harbors and Navigation Code, to amend Sections 612, 10281.5, and 10282 of the Public Resources Code, and to amend Section 79033.6 of the Water Code, relating to land use.
