• AB 670 (Thurmond) This bill removes the provision of law exempting playground positions from the classified service within school districts if the person is not also employed in a classified position.

• AB 681 (Chau) Authorizes the Commission on Teacher Credentialing (CTC) to determine whether the national teacher credential standards in foreign countries is equivalent to California teacher credentialing standards, in order to expedite the processing time for teacher credential applications from foreign countries; and, specifies that school districts and county offices of education shall not issue a temporary certificate authorizing classroom service until proof that the individual has obtained a credential, certificate or permit authorizing the performance of services in the public schools from the CTC.

• AB 691 (Levine) Adds almond milk to the list of beverages that are excluded from the definition of nonnutritious beverages, thus allowing school districts to enter into a contract to grant advertising rights to, or permits the sale of, almond milk at schools without requiring a public hearing or adopting a policy; and, adds almond milk to the list of competitive beverages that may be sold to pupils during the school day provided the product meets federal nutrition standards for school meal programs.

• AB 760 (Arambula) This bill makes permanent the funding formula for the school districts with pupils attending the Center for Advanced Research and Technology (CART), by deleting the July 1, 2018 sunset for this formula.

• AB 819 (Medina) This bill eliminates the sunset date for provisions governing the adoption, amendment, or repeal of regulations by the California State University (CSU) Trustees and modifies the provisions to require CSU to post any proposed regulation on its Web site at least 45 days prior to consideration for adoption.

• AB 841 (Weber) This bill prohibits all public schools participating in the National School Lunch Program or School Breakfast Program from advertising food or beverages that do not meet specified nutritional standards anywhere on school campuses during the school day, and from participating in corporate student incentive programs involving non-compliant food and beverages. The advertising of infrequent school fundraising events, involving non-compliant food or beverages, is exempted from this prohibition. The bill does not require the replacement of durable, non-consumable items that are not in compliance until these items are replaced.

• AB 1124 (Cervantes) Permits the education rights holders of students enrolled in juvenile court schools to voluntarily defer or decline the issuance of a diploma for meeting state graduation requirements so that a student may take additional coursework at the juvenile court school or, once released, at a school operated by a local educational agency.

• AB 1142 (Medina) Updates the criteria used to determine eligibility for the State Seal of Biliteracy (SSB) to reflect new state assessments in English language development and English language arts, and to authorize the SSB for pupils who seek to qualify through a language that is not characterized by listening, speaking, or reading, or for which there is no written system.

• AB 1157 (Mullin) Exempts a school district from convening a specified advisory committee related to surplus property and exempts specified requirements relating to the sale or lease of real property if the purpose of the sale or lease of property is for the construction, reconstruction or renovation of rental housing facilities for school district employees, and clarifies a taxation exemption for property used to house employees of school and community college districts.

• AB 1176 (Mullin) This bill eliminates the existing one hour per schoolday limit on a general educational development test preparation program for people confined to a hospital or correctional facility, and updates terminology from “general educational development” to “high school equivalency.”

• AB 1178 (Calderon) Requires, commencing with the 2018-19 award year, that each higher education institution (except the California Community Colleges (CCC)), to the extent feasible, send an individualized letter to their students regarding information on their student loans; and, specifies that if an institution is not able to provide a student with estimates, the institution shall inform the student in the letter that he/she may view his/her financial aid history via the National Student Loan Data System (NSLDS) and must provide the Internet Web site link to the system.

• AB 1227 (Bonta) Establishes the Human Trafficking Prevention Education and Training Act, which allows schools to provide training on human trafficking, and makes changes to the Commercially Sexually Exploited Children Program by, among other things, including educational entities among the groups with whom a county must collaborate, as specified.

• AB 1360 (Bonta) Expands the procedures that must be included in a charter school petition related to when pupils may be involuntarily removed from the charter school, authorizes additional charter school admissions preferences, and requires charter schools to notify parents that parental involvement is not a requirement for acceptance or continued enrollment at the charter school.
An act to amend Sections 47605 and 47605.6 of the Education Code, relating to charter schools.
• AB 1502 (Thurmond) This bill authorizes, additionally, the California Department of Education (CDE) to conduct the required data match of local school records, which currently only the Department of Health Care Services (DHCS) is authorized to conduct, to determine program eligibility for the National School Lunch Program and the School Breakfast Program, as required by federal law.
An act to amend Section 49561 of the Education Code, relating to school meals.
• AB 1533 (O’Donnell) Removes the June 30, 2017 sunset date on the Long Beach College Promise Partnership Act, thereby allowing this program to continue indefinitely.
An act to amend Sections 48811 and 76003 of, and to repeal Section 48814 of, the Education Code, relating to pupil instruction, and declaring the urgency thereof, to take effect immediately.
• AB 1550 (Limón) Authorizes two or more small school districts that have had the issuance of bonds authorized by the voters to form a joint powers authority (JPA) for the purpose of issuing or selling those bonds for raising money for the purposes authorized by the bonds.
An act to add Sections 15100.3, 15267, and 15302 to the Education Code, relating to school finance.
• AB 1567 (Holden) Requires the California Department of Social Services (CDSS) and county welfare departments to share relevant information regarding foster youth at a California State University (CSU) and the California Community Colleges (CCC), and requires each campus to communicate eligibility for financial aid and campus supports with applicants and enrolled students who are current or former foster youth.
An act to amend Sections 89340, 89341, 89342, 89344, 89345, and 89346 of, and to amend the heading of Article 5 (commencing with Section 89340) of Chapter 3 of Part 55 of Division 8 of Title 3 of, the Education Code, relating to public postsecondary education.
• AB 1651 (Reyes) Requires academic employees of the California Community Colleges (CCC) to be provided with information on all relevant complaints or allegations against them before being placed on administrative leave, with specified exceptions.
An act to add Section 87623 to the Education Code, relating to community colleges.
• AB 1655 (Grayson) Prohibits campuses of the University of California (UC), when a request for information is made by the California State Auditor’s Office, from coordinating responses with or seeking counsel or contact from the Office of the President. This bill also requires an existing biennial report the UC provides on the total costs of education to include amounts based on publicly available information and be prior year actual expenditures.
An act to amend Section 92670 of, and to add Article 2 (commencing with Section 92005) to Chapter 1 of Part 57 of Division 9 of Title 3 of, the Education Code, relating to public postsecondary education.
• AB 1674 (Grayson) This bill requests the University of California (UC) to ensure that implementation of any admissions policy regarding admission of nonresident undergraduate students complies with certain requirements and report to the Legislature annually.
An act to add Section 68052.1 to the Education Code, relating to the University of California.
• AB 1731 (Committee on Jobs, Economic Development, and the Economy) This bill requires the California Community Colleges Chancellor’s Office (CCCCO) to provide guidance to local educational agencies (LEAs) on the allocation and oversight of apprenticeship training funds.
An act to amend Section 88600 of the Education Code, relating to apprenticeships.
• SB 68 (Lara) This bill expands eligibility for the exemption from paying nonresident tuition at California’s public postsecondary institutions established under the provisions of AB 540 (Firebaugh, Chapter 814, Statutes of 2001) to students who have completed three or more years of attendance or earned credits equivalent to three or more years of full-time credits at an elementary school, secondary school, adult school and/or California Community College (CCC).

• SB 85 (Committee on Budget and Fiscal Review) This bill makes various statutory changes necessary to implement the postsecondary education-related provisions of the Budget Act of 2017.
An act to amend Sections 68075.7, 69432, 69439, 70901, 79149.3, 88651, 89007.7, 89295, 92493, 92495, and 92675 of, to add Sections 8152.5, 84750.7, and 84914.1 to, to add Article 2.7 (commencing with Section 66010.98) to Chapter 2 of Part 40 of Division 5 of Title 3 of, to add Part 54.8 (commencing with Section 88910) and Part 54.81 (commencing with Section 88920) to Division 7 of Title 3 of, to add and repeal Section 66027.8 of, and to repeal Section 84751.5 of, the Education Code, to amend Section 17581.7 of, to add Sections 22874.6 and 22958.3 to, and to add Title 19 (commencing with Section 99100) to, the Government Code, to amend, repeal, and add Section 20662 of the Public Contract Code, to amend Section 13 of Chapter 624 of the Statutes of 2012, and to amend Item 6870-101-0001 of Section 2.00 of the Budget Act of 2015 (Chapters 10 and 11 of the Statutes of 2015), relating to education, and making an appropriation therefor, to take effect immediately, bill related to the budget.
• SB 138 (McGuire) This bill requires the California Department of Education (CDE), in consultation with the State Department of Health Care Services (DHCS), to develop and implement a process to use Medi-Cal data to directly certify children whose families meet the income criteria into the school meal program; requires school districts and county offices of education with high poverty schools and high poverty charter schools currently participating in the breakfast or lunch program to provide breakfast and lunch free of charge to all students at those schools; and, authorizes a school district, county office of education or charter school to opt-out due to fiscal hardship.
An act to amend Section 49562 of, and to add Sections 49564 and 49564.5 to, the Education Code, relating to school meals.
• SB 164 (McGuire) This bill requires each California Community College (CCC) district that administers a priority enrollment system to grant priority registration for enrollment to any student who is a recipient of aid under the Tribal Temporary Assistance for Needy Families (TANF) program.
An act to amend Section 66025.92 of the Education Code, relating to public postsecondary education.
• SB 233 (Beall) This bill requires a local educational agency to permit a foster family agency, short-term residential treatment program staff, and a caregiver, as specified, access to student records, and makes numerous changes relative to student records and education information relative to foster youth.
An act to amend Sections 49069.3 and 49076 of the Education Code, and to amend Sections 361, 361.5, 366.1, 366.21, 366.22, 16010, and 16010.4 of, and to add Sections 16501.16 and 16519.7 to, the Welfare and Institutions Code, relating to foster child records.
• SB 250 (Hertzberg) This bill requires a local educational agency (LEA) to ensure that a pupil whose parent or guardian has unpaid school meal fees is not shamed, treated differently or served a meal that differs from what a pupil whose parent or guardian does not have unpaid school meal fees would receive under the LEA’s policy; requires a LEA to attempt to directly certify a family for the free and reduced lunch program when a student has unpaid school meal fees and before the LEA notifies the parent or guardian within 10 days of reaching a negative balance; and, prohibits school personnel from allowing any disciplinary action that is taken against the student to result in the denial or delay of a nutritionally adequate meal, to that pupil.

• SB 257 (Lara) This bill deems that a student meets residency requirements for school attendance in a school district if he or she is a student whose parent(s), were residents of California and have departed California against their will.
An act to amend Sections 48050 and 48052 of, and to add Section 48204.4 to, the Education Code, relating to school admissions.
• SB 344 (Bradford) This bill extends the sunset date on the extended timeline provided to county boards of education in Class 1 and Class 2 counties to determine whether a student who has filed an interdistrict appeal should be permitted to attend in the district in which the student desires to attend.
An act to amend and repeal Section 46601 of the Education Code, relating to school attendance.
• SB 379 (Atkins) Makes changes to the current oral health assessment requirement for pupils in public school.
An act to amend Section 49452.8 of the Education Code, relating to pupil health.
• SB 455 (Newman) This bill amends the residency requirements for dependents of active-duty military personnel, by specifying that dependents of military personnel meet the residency requirement for attending a school, if the parent is transferred or pending transfer to any military installation in California.
An act to amend Section 48204.3 of the Education Code, relating to pupil enrollment.
• SB 468 (Leyva) This bill modifies the existing requirement that school district governing boards provide the student board member with materials presented to the board members to specify that the student members are to receive all open meeting materials at the same time the materials are presented to the board members, and requires governing boards to invite the student member to staff briefings provided to board members or provide a separate briefing within the same timeframe as the briefing of board members.
An act to amend Section 35012 of the Education Code, relating to school districts.
• SB 544 (McGuire) This bill requires school districts to award contracts for the provision of child nutrition program supplies to the most responsive and responsible party and requires price to be the primary consideration, but not the only determining factor.
An act to amend Section 20111 of the Public Contract Code, relating to public contracts.
• SB 557 (Hernandez) This bill permits a local educational agency to provide sharing tables where faculty, staff and students can place prepackaged, non-potentially hazardous food items, uncut produce, unopened bags of sliced fruit, and unopened containers of milk that are maintained at 41 degrees Fahrenheit or below, that can be donated to a food bank or other nonprofit charitable organization.
An act to add Article 13 (commencing with Section 49580) to Chapter 9 of Part 27 of Division 4 of Title 2 of the Education Code, and to amend Section 114079 of the Health and Safety Code, relating to food safety.
• SB 628 (Lara) Deletes the requirement that the Los Angeles Community College District (LACCD) members be elected at large, and instead authorizes the members to be elected by trustee area.
An act to amend Sections 5225 and 72031 of, and to repeal Sections 5224 and 5224.1 of, the Education Code, relating to local educational agencies.
• SB 730 (Pan) This bill requires the California Department of Education (CDE) to take specified actions in order to monitor compliance with the federal Buy American provisions for the National School Lunch program, including posting resources and best practices on their Web site.
An act to add Section 49563 to the Education Code, relating to pupil nutrition.
• SB 751 (Hill) This bill increases the cap on school district reserves, adds a minimum fund balance in the Public School System Stabilization Account (PSSSA) to the conditions that must be met for the cap on school district reserves to be triggered, and exempts small and basic aid school districts from the reserve cap requirement.
