• AB 523 (Reyes) Requires the California Energy Commission (CEC) to allocate the Electric Program Investment Charge (EPIC) monies for projects in disadvantaged and low income communities.

An act to amend Section 25711.5 of, and to add and repeal Section 25711.6 of, the Public Resources Code, relating to energy.

• AB 797 (Irwin) Extends and modifies an existing incentive program for solar thermal systems administered by investor-owned utilities under the supervision of the California Public Utilities Commission (CPUC).

An act to amend Sections 2861, 2863, 2864, 2865, 2866, 2867, and 2867.3 of, to amend the heading of Article 2 (commencing with Section 2860) of Chapter 9 of Part 2 of Division 1 of, to amend and renumber Section 2862 of, to repeal Sections 2860 and 2867.2 of, and to repeal and add Section 2867.4 of, the Public Utilities Code, relating to energy.

• AB 1400 (Friedman) This bill prohibits microgrid projects from spending state funding from the Public Interest Research Development and Demonstration (PIER) program or the Electric Program Investment Charge (EPIC) on diesel generators.

An act to add Sections 25620.9 and 25711.8 to the Public Resources Code, relating to energy.

• AB 1414 (Friedman) Reduces the maximum permit fee a city or a county may charge for residential rooftop solar energy systems, applies these caps and commercial permit fee caps to a broader range of solar energy systems, and makes additional changes to existing law governing permit fees for rooftop solar energy systems and to the Solar Rights Act of 1978.

An act to amend Section 801.5 of the Civil Code, and to amend Section 66015 of, and to amend the heading of Chapter 7.5 (commencing with Section 66015) of Division 1 of Title 7 of, the Government Code, relating to solar energy.

• SB 242 (Skinner) This bill establishes requirements for third-party program administrators of Property Assessed Clean Energy (PACE) programs.

An act to add Chapter 29.1 (commencing with Section 5900) to Part 3 of Division 7 of the Streets and Highways Code, relating to the Property Assessed Clean Energy program.
