• AB 466 (Bocanegra) This bill establishes the Upper Los Angeles (LA) River and Tributaries Working Group within the Santa Monica Mountains Conservancy to develop a revitalization plan for the Upper Los Angeles River and certain of its tributaries, as prescribed.

• AB 552 (Irwin) Expands the remedies granted to the United Water Conservation District (District) for the enforcement and collection of delinquent groundwater charges.

An act to add Article 6 (commencing with Section 75634) to Chapter 3 of Part 9 of Division 21 of the Water Code, relating to water conservation districts.

• AB 574 (Quirk) Requires the State Water Resources Control Board (State Water Board) to, on or before December 31, 2023, adopt uniform water recycling criteria for potable reuse through raw water augmentation.

An act to amend Sections 13560 and 13561 of, to amend the heading of Chapter 7.3 (commencing with Section 13560) of Division 7 of, and to add Sections 13560.5 and 13561.2 to, the Water Code, relating to water.

• AB 589 (Bigelow) This bill, until January 1, 2023, would require any water diverter, as defined, who has completed an instructional course regarding the devices or measurement method administered by the University of California (UC) Cooperative Extension, including passing a proficiency test before the completion of the course, to be considered a qualified individual when installing and maintaining devices or implementing methods of measurement that were taught in the course for the diverter’s diversion. The bill would require the University of California Cooperative Extension and the State Water Resources Control Board (SWRCB) to develop the curriculum of the course and the proficiency test.

An act to add and repeal Section 1841.5 to, the Water Code, relating to water rights.

• AB 619 (Dahle) Authorizes the Sierra Lakes County Water District (District) to adopt, by ordinance, requirements relating to the installation and use of small tanks used for the storage of petroleum in order to regulate or control the discharge of pollutants from those tanks into groundwater or surface water.

An act to add Article 9.4 (commencing with Section 31142.50) to Chapter 1 of Part 5 of Division 12 of the Water Code, relating to the Sierra Lakes County Water District.

• AB 661 (Mayes) This bill extends the existing opening and closure dates for the Mirage Trail within the Magnesia Spring Ecological Reserve until January 1, 2028. This bill also requires the Fish and Game Commission (FGC) to assess compliance with the bill’s requirements.

• AB 707 (Aguiar-Curry) Establishes, in the Natural Resources Agency (NRA), the Blue Ribbon Committee (Committee) for the Rehabilitation of Clear Lake.

An act to add Division 14.5 (commencing with Section 22085) to the Public Resources Code, relating to Clear Lake.

• AB 718 (Frazier) Allows specified private landowners who manage wetlands within the boundaries of a mosquito abatement and vector control district (MVCDs) to initiate the opportunity to enter into a memorandum of understanding (MOU). The goal of the MOU will be to establish a process to implement best management practices (BMPs) for the purposes of decreasing mosquito production, providing net cost savings to the landowner, decreasing the application of pesticides, and maintaining or enhancing the waterfowl habitat values on the property.

An act to amend Section 1506 of the Fish and Game Code, relating to pest abatement.

• AB 739 (Chau) Requires at least 15% of specified heavy-duty (HD) vehicles newly purchased by state agencies to be zero-emission (ZEV) beginning in 2025, and at least 30% of those vehicles to be ZEV beginning in 2030.

An act to add and repeal Section 25722.11 of the Public Resources Code, relating to vehicular air pollution.

• AB 864 (McCarty) Authorizes the director of the California Conservation Corps (CCC) to select an applicant for enrollment in the corps program who is on probation, postrelease community supervision, or mandatory supervision.

An act to add Sections 14306.5 and 17003 to the Public Resources Code, relating to resources conservation.

• AB 906 (Bloom) Defines polyethylene terephthalate (PET) for purposes of California’s 1-7 plastic resin code labeling requirements.

An act to add Section 18013 to the Public Resources Code, relating to solid waste.

• AB 1133 (Dahle) Amends the California Endangered Species Act (CESA) to authorize take of an experimental population of endangered, threatened, or candidate species under specified conditions.

An act to add Section 2080.6 and 2080.7 to, and to add and repeal Section 2080.5 of, the Fish and Game Code, relating to fish and wildlife.

• AB 1158 (Chu) Creates an advisory committee to make recommendations on carpet stewardship plans. Establishes a minimum carpet recycling rate of 24% by 2020 and requires CalRecycle to establish a minimum percentage beginning January 1, 2023.

• AB 1180 (Holden) Authorizes the Los Angeles County Flood Control District (District) to levy a special tax to manage stormwater.

An act to amend Section 2 of the Los Angeles County Flood Control Act (Chapter 755 of the Statutes of 1915), relating to the Los Angeles County Flood Control District.

• AB 1191 (Bigelow) This bill revises the qualifications of Tahoe Conservancy board membership to clarify that elected members of the Boards of Supervisors from El Dorado and Placer counties, or a qualified designee who is a resident of the respective jurisdiction, may serve on the board, and makes other minor changes.

An act to amend Section 66906.1 of the Government Code, relating to the California Tahoe Conservancy, and declaring the urgency thereof, to take effect immediately.

• AB 1197 (Limón) Requires an operator’s oil spill contingency plans (C-Plan) to identify at least one certified spill management teams (SMT). Requires the Administrator of the Office of Spill Prevention and Response (OSPR) to certify SMTs that meet specified requirements.

An act to amend Sections 8670.3 and 8670.29 of, and to add Section 8670.32 to, the Government Code, relating to oil spills.

• AB 1294 (Berman) This bill removes the January 1, 2018 sunset date on the law that requires plastic food container manufacturers to maintain specified records if they make marketing claims relating to the recycled content of their product.

• AB 1328 (Limón) Authorizes a regional water quality control board (RWQCB) or the State Water Resources Control Board (SWRCB), while conducting an investigation of wastewater discharge produced from an oil or gas field, to require a person or entity to provide information for all chemicals in the discharged wastewater.

An act to amend Section 13268 of, and to add Section 13267.5 to, the Water Code, relating to oil and gas.

• AB 1343 (Chen) This bill authorizes school districts to enter into a Go Low Flow Water Conservation Partnership with a public water system to reduce water use at schools, reduce stormwater and dry weather runoff at schools, reduce schoolsite water pollution, and establish educational opportunities in water conservation.

• AB 1355 (Bocanegra) Authorizes a state park fee waiver for students of the California Cadet Corps or of a public military academy.

An act to add Section 5010.3 to the Public Resources Code, relating to state parks.

• AB 1504 (Cooley) This bill specifies that drought, restricted access, and fires can qualify as conditions where a state park concession has been severely and adversely impacted by unanticipated calamity, through no fault of the concessionaire. In addition, this bill changes the time window, from two years to three years, for pilot program concessions, which are authorized by the Director of the Department of Parks and Recreation.

An act to amend Sections 5080.06 and 5080.16 of the Public Resources Code, relating to state parks.

• AB 1530 (Gonzalez Fletcher) Requires the Department of Forestry and Fire Protection (CAL FIRE) to update the California Urban Forestry Act (Act) to reflect its current funding mix, establish local or regional targets for urban tree canopy, and provide more focus on the maintenance of urban forests.

An act to amend Sections 4799.07, 4799.08, 4799.09, 4799.10, 4799.11, and 4799.12 of the Public Resources Code, relating to forestry.

• AB 1558 (Cristina Garcia) This bill requires the Santa Monica Mountains Conservancy and the San Gabriel and Lower Low Angeles Rivers and Mountains Conservancy to collaborate with the Department of Parks and Recreation, the California Conservation Corps, and the State Lands Commission to develop a river ranger program to provide a network of river rangers to assist the public at sites along the Los Angeles River and its tributaries, as prescribed.

• AB 1572 (Aguiar-Curry) This bill extends, from January 1, 2018 to January 1, 2022, the sunset on a provision of law that authorizes the Department of Resources Recycling and Recovery (CalRecycle) to review local jurisdictions’ implementation of specified solid waste plans every four years, instead of every two years, for those jurisdictions that are meeting the state’s solid waste diversion requirements.

An act to amend Section 41825 of the Public Resources Code, relating to solid waste.

• AB 1649 (Muratsuchi) Requires the California Environmental Protection Agency (CalEPA) to coordinate the activities of those state and local agencies with a regulatory role regarding refineries and requires CalEPA to convene at least two public meetings annually to provide members of the public with current information on refinery safety.

An act to add Part 3.8 (commencing with Section 71275) to Division 34 of the Public Resources Code, relating to environmental protection.

• AB 1712 (Committee on Natural Resources) This bill expands the eligible uses for prescribed burning and expands the lands on which prescribed burning may occur.

An act to amend Sections 4491, 4492, 4493, and 4494 of, and to amend the heading of Article 3 (commencing with Section 4491) of Chapter 7 of Part 2 of Division 4 of, the Public Resources Code, relating to forestry.

• SB 5 (De León) This bill proposes the Drought, Water, Parks, Climate, Coastal Protection, and Outdoor Access for All Act (Act) of 2018, subject to voter approval in the June 2018 election. The bill proposes the issuance of $4 billion in general obligation bonds to implement its provisions.

An act to add Sections 5096.611 and 75089.5 to, and to add Division 45 (commencing with Section 80000) to, the Public Resources Code, and to add Section 79772.5 to the Water Code, relating to a drought, water, parks, climate, coastal protection, and outdoor access for all program, by providing the funds necessary therefor through an election for the issuance and sale of bonds of the State of California and for the handling and disposition of those funds, and declaring the urgency thereof, to take effect immediately.

• SB 44 (Jackson) Requires, upon appropriation of funding by the Legislature, that the State Lands Commission (SLC) administer a coastal hazard removal and remediation program (program).

An act to amend Section 6217 of, and to add and repeal Section 6212 of, the Public Resources Code, relating to state lands.

• SB 50 (Allen) This bill establishes a policy of the state to discourage conveyances of federal public lands in California to third parties and establishes a process at the State Lands Commission to implement or waive this policy as well as exempting routine conveyances from the federal government as well as exempting certain leases, tribal conveyances, and conveyances pursuant to a conservation plan.

An act to add Section 27338 to, to add Chapter 3.4 (commencing with Section 6223) to Division 7 of Title 1 of, and to repeal the heading of Chapter 3.4 (commencing with Section 6223) of Division 7 of Title 1 of, the Government Code, and to add Chapter 5 (commencing with Section 8560) to Part 4 of Division 6 of the Public Resources Code, relating to public lands.

• SB 144 (McGuire) Extends for five years, from July 1, 2017, to July 1, 2022, the steelhead trout report-restoration card program (report card program).

An act to amend Sections 7381 and 7382 of the Fish and Game Code, relating to fishing, and declaring the urgency thereof, to take effect immediately.

• SB 161 (McGuire) Would require the California Fish and Game Commission (FGC) to form a tribal committee from its membership, consistent with the practices used in the formation of marine and wildlife resources committees.

• SB 178 (Wieckowski) This bill, an urgency measure, authorizes the City of Fremont (City) to transfer to the Fremont Unified School District (District) up to 4.6 acres of undeveloped parkland in Centerville Park to build a school, if certain conditions are met, including that two replacement parks be developed.

• SB 214 (Atkins) This bill expands, from 11 to 15, the number of voting members on the San Diego Conservancy (Conservancy) governing board, and specifies the additional members. The bill also aligns the Conservancy’s powers and authorities with other permanent conservancies.

• SB 252 (Dodd) This bill establishes conditions on the issuance of water well drilling permits for wells in overdrafted basins.

• SB 365 (Dodd) This bill allows the Board of Supervisors for the County of Solano to create a regional park and open space district by resolution.

• SB 367 (Bates) This bill amends Orange County’s granting statute for sovereign submerged and tide lands at Dana Point Harbor to extend lease terms to 66 years from 50 years.

• SB 372 (Cannella) This bill creates the an Joaquin River Exchange Contractors Groundwater Sustainability Agency

An act to amend Section 10723 of the Water Code, and to create the San Joaquin River Exchange Contractors Groundwater Sustainability Agency, and prescribing its boundaries, organization, operation, management, financing, and other powers and duties, relating to water districts, and declaring the urgency thereof, to take effect immediately.

• SB 373 (Cannella) This bill allows the Stanislaus Regional Water Authority to utilize design-build to construct a surface water supply project.

• SB 458 (Wiener) This bill authorizes the California Department of Resources Recycling and Recovery (CalRecycle) to approve, on or before July 1, 2020, up to five recycling pilot projects designed to improve redemption opportunities in unserved convenience zones if specified conditions are met.

An act to add Sections 14515.8 and 14571.9 to the Public Resources Code, relating to recycling, making an appropriation therefor, and declaring the urgency thereof, to take effect immediately.

• SB 492 (Beall) This bill authorizes the San Jose Water Company (SJWC) to sell lands in the Upper Guadalupe watershed to the Midpeninsula Regional Open Space District (MROSD), until January 1, 2023, without California Public Utilities Commission (PUC) review and approval of the sale.

• SB 498 (Skinner) This bill requires the State Air Resources Board (ARB) to review all state programs related to the adoption of zero-emission vehicles (ZEVs) and make recommendations to the Legislature and requires the Department of General Services (DGS) to meet a 50% ZEV target for the state vehicle fleet by 2024-25.

An act to add Section 43018.8 to the Health and Safety Code, and to add Section 25724 to the Public Resources Code, relating to vehicular air pollution.

• SB 507 (Hueso) This bill authorizes funds initially granted to the County of San Diego in the 2014 Budget Act, and re-appropriated in the 2017 Budget Act, to be available for the development, improvement, rehabilitation, protection, and restoration of natural and park lands, for specified studies of the valley, and for the development of a planned campground in the Tijuana River Valley.

An act to add Section 5907.5 to the Public Resources Code, relating to public resources, making an appropriation therefor, and declaring the urgency thereof, to take effect immediately.

• SB 541 (Allen) This bill requires the State Water Resources Control Board (SWRCB), in consultation with the regional water quality control boards, and the Division of the State Architect (within the Department of General Services), to recommend best design and use practices for storm water and dry weather runoff capture practices that can generally be applied to all new, reconstructed, or altered public schools, including school grounds.

• SB 563 (Lara) This bill establishes the Woodsmoke Reduction Program (program) and authorizes moneys from the Greenhouse Gas Reduction Fund (GGRF) to be allocated for incentives offered as part of the program.

• SB 564 (McGuire) This bill enacts the Water Bill Savings Act, which allows joint powers authorities to finance water conservation improvements to private property in the Bay Area and Los Angeles County, paid for by charges collected through water bills.

An act to add Section 6588.8 to, and to repeal and amend Section 6586.7 of, the Government Code, relating to water.

• SB 580 (Pan) Updates a specific flood control project authorization.

An act to amend Section 12670.14 of the Water Code, relating to water resources.

• SB 615 (Hueso) This bill contains a series of findings regarding the environmental, public health, and economic importance of the Salton Sea, renames the Salton Sea Restoration Plan in honor of John J. Benoit, and exempts certain structures to separate fresh from saline water shall not be considered dams. This bill also notes the continuing jurisdiction of the State Water Resources Control Board and observes that the Salton Sea in the future will be smaller, but more sustainable.

An act to amend Sections 2930 and 2940 of, and to add Section 2931.5 to, the Fish and Game Code, relating to the Salton Sea.

• SB 634 (Wilk) This bill reorganizes Castaic Lake Water Agency and Newhall County Water District into the Santa Clarita Valley Water Agency (SCVWA).

An act to repeal Section 57114.5 of the Government Code, to amend Sections 21530 and 21531 of the Public Contract Code, to repeal the Castaic Lake Water Agency Law (Chapter 28 of the First Extraordinary Session of the Statutes of 1962), and to create the Santa Clarita Valley Water Agency, and prescribing its boundaries, organization, operation, management, financing, and other powers and duties, relating to water districts.

• SB 667 (Atkins) This bill codifies the Riverine and Riparian Stewardship Program at the Department of Water Resources, subject to an appropriation of funds.

• SB 693 (Mendoza) This bill authorizes the formation of the Lower San Gabriel River Recreation and Park District.

An act to add Article 14 (commencing with Section 5796) to Chapter 4 of Division 5 of the Public Resources Code, relating to the Lower San Gabriel River Recreation and Park District.

• SB 704 (Galgiani) This bill requires the Division of Boating and Waterways (DBW) to collaborate with the California Conservation Corps (CCC), to the extent feasible, to use its corps members in implementing invasive aquatic plants control programs in the Delta, its tributaries, and the marsh.

An act to add Section 64.2 to the Harbors and Navigation Code, relating to harbors and navigation.

• SB 724 (Lara) Authorizes the Division of Oil, Gas, and Geothermal Resources (DOGGR) to make expenditures up to $3 million for four years to plug and abandon hazardous or deserted wells or hazardous or deserted production facilities. Authorizes the state’s Oil and Gas Supervisor (Supervisor) or district deputy to order the decommissioning of a production facility.

• SB 793 (Hill) This bill allows specified special districts to use design-build contracting for construction of buildings or other facilities in those districts, and expands a pilot program that allows seven counties to use best value contracting for specified projects until January 1, 2020.

An act to add and repeal Section 32132.95 of the Health and Safety Code, to amend Sections 20155 and 20155.1 of the Public Contract Code, and to add and repeal Sections 5580 and 35160 of the Public Resources Code, relating to public contracts.

• SB 809 (Committee on Natural Resources and Water. Natural resources) This bill makes technical, non-controversial changes, agreed to by both sides, to the Fish and Game Code and the Public Resources Code related to the State Lands Commission, Fish and Game Commission, California State Parks, and Department of Conservation, which include extending the existing sunset for aquaculture fees for five years and eliminating the boating fee differential for nonresidents.
