• AB 20 (Kalra) Requires the California State Teachers’ Retirement System (CalSTRS) and California Public Employees’ Retirement System (CalPERS) to report to the Legislature and the Governor, on or before April 1, 2018, information regarding investments in, and engagement with, companies constructing or funding the construction of the Dakota Access Pipeline (DAPL).

• AB 22 (Bonta) Authorizes state agencies and local governments to retain public records specifically through the use of a cloud computing storage service Authorizes state agencies and local governments to retain public records through use of a cloud computing storage service.

• AB 31 (Rodriguez) Amends the California Whistleblower Protection Act (CWPA) by providing a mechanism for confidential complaints about misconduct involving the State Auditor’s Office (SAO) to be made to an investigator outside the SAO.

An act to amend Section 8547.5 of the Government Code, relating to whistleblowers.

• AB 32 (Rodriguez) This bill sets a recruitment process for California State Auditor (State Auditor) candidates by requiring the Joint Legislative Audit Committee (JLAC) to conduct a comprehensive search, as specified, before it selects three qualified individuals for the position of State Auditor. As is current law, the Governor would then appoint one of those individuals as the State Auditor.

• AB 88 (Nazarian) This bill requires the Governor to annually proclaim the day of the astronomical Northward equinox, which usually occurs on March 20th or the following day, as Nowrūz Day.

• AB 92 (Bonta) This bill extends from January 1, 2018, to January 1, 2023, the sunset date on existing statutes governing the amount of money a public agency can retain from a contractor or subcontractor prior to completion of a public works project.

An act to amend Sections 7201 and 10261 of the Public Contract Code, relating to public contracts.

• AB 97 (Ting) This bill contains the 2017 Budget Act, as it was reported out by the Conference Committee on the Budget. This bill authorizes General Fund expenditures of $125.1 billion and assumes $127.5 billion in total General Fund resources. Under the budget act, there are combined total reserves in the Budget Stabilization Account (BSA) and the Special Fund for Economic Uncertainties (SFEU) of $10 billion.

• AB 120 (Committee on Budget) This bill amends the Budget Act of 2017. It contains necessary changes related to revenues and expenditures related to Proposition 56, the California Healthcare, Research and Prevention Tobacco Tax Act of 2016. This bill makes various statutory changes to implement the 2017-18 budget.

• AB 212 (Gonzalez Fletcher) This bill appropriates $2,967,160 to the Executive Officer of the California Victim Compensation Board (Board) for the payment of three erroneous conviction claims, as specified.

An act relating to state claims, making an appropriation therefor, and declaring the urgency thereof, to take effect immediately.

• AB 213 (Gonzalez Fletcher) This urgency bill appropriates $5,680,000 from the General Fund to the Attorney General (AG) for the payment to settle two judgements against the state. Any funds appropriated in excess of the amounts required for payment of the claims would revert to the General Fund (GF).

An act relating to the payment of claims against the state, making an appropriation therefor, and declaring the urgency thereof, to take effect immediately.

• AB 289 (Gray) This bill requires the Office of Emergency Services (OES) to update the State Emergency Plan (SEP) on or before January 1, 2019, and every five years thereafter.

An act to add Section 8570.4 to the Government Code, relating to state government.

• AB 400 (Cooper) Provides an exception pertaining to the current prohibition against the sale or exposure for sale of any alcoholic beverage within the State Capitol or within the limits of the grounds adjacent and belonging thereto, for an event that is held on those grounds, if all of the specified conditions are met.

An act to amend Section 172 of the Penal Code, relating to alcoholic beverages, and declaring the urgency thereof, to take effect immediately.

• AB 428 (Ridley-Thomas) This bill repeals the January 1, 2018 sunset date for health authorities’ lower quorum requirements when teleconferencing under the Brown Act.

• AB 434 (Baker) Requires the director and chief information officer of each state agency or state entity to post a signed certification on the front page of the state agency’s Internet Web site that it is in compliance with specified accessibility standards.

An act to add Section 11546.7 to the Government Code, relating to state government.

• AB 459 (Chau) Restricts, under the California Public Records Act (CPRA), the public disclosure of video and audio recordings held by law enforcement that depict a victim of sexual or domestic violence, and requires that the victim or victim’s family be given access to a copy of the recording.

An act to add Section 6254.4.5 to the Government Code, relating to public records.

• AB 464 (Gallagher) This bill amends Local Agency Formation Commission (LAFCO) Law that governs changes of organization, including annexation proceedings.

• AB 512 (Rodriguez) Extends the sunset date for the Industrial Disability Retirement (IDR) provided to safety members of the California Public Employee’s Retirement System (CalPERS).

• AB 546 (Chiu) Requires cities, including charter cities, and counties to accept electronic submissions of permit applications for advanced energy storage installations, and to make documentation for such permitting available on their Internet Web sites.

An act to add Section 65850.8 to the Government Code, relating to local government.

• AB 551 (Levine) This bill prohibits specified former local government officials, for a year after leaving that position, from appearing before or communicating with their former agency, for compensation, as an independent contractor for another government agency.

An act to amend Section 87406.3 of the Government Code, relating to the Political Reform Act of 1974.

• AB 556 (Limón) Increases the fine amounts that counties may assess for a violation of an event permit requirement that is an infraction.

An act to amend Sections 25132 and 53069.4 of the Government Code, relating to local government.

• AB 562 (Muratsuchi) Subjects any officer, employee, or person who commits obstruction of the California State Auditor (Auditor), in the performance of the duties related to an audit, to a fine of as much as $5,000.

• AB 590 (Medina) This bill provides greater flexibility in permitting a CalPERS member who becomes employed in a CalSTRS covered position to elect to retain CalPERS membership.

• AB 657 (Cunningham) This bill clarifies actions for state agencies that are required to designate at least one person as a small business liaison.

• AB 677 (Chiu) Expands the list of state entities currently required to collect voluntary self-identification information on sexual orientation and gender identity to include various education and employment-related state agencies.

• AB 679 (Cooley) Clarifies existing authority that permits the California Public Employees’ Retirement System (CalPERS) to enter into securities lending agreements by providing CalPERS explicit statutory authority to accept other forms of collateral when lending fund securities.

• AB 722 (Limón) Authorizes a member of the Santa Barbara County Board of Supervisors or any public officer of the County or their deputies to serve on the Isla Vista Community Services District (IVCSD) Board of Directors (Board).

• AB 733 (Berman) Adds climate change projects to the list of projects that may be financed by an Enhanced Infrastructure Financing District (EIFD).

An act to amend Sections 53398.50 and 53398.52 of the Government Code, relating to local government.

• AB 794 (Gallagher) Allows specified persons to request that information in the recorder’s index of record be corrected upon providing sufficient evidence, and requires the recorder to correct those indexing errors upon a sufficient request, as provided. Also clarifies that a recorder may correct indexing errors.

An act to amend Sections 27201 and 27203 of the Government Code, relating to local government.

• AB 804 (Cristina Garcia) Allows the State Controller (Controller) to audit any local agency for purposes of determining whether the agency’s internal controls are adequate to detect and prevent financial errors and fraud.

An act to amend Section 12422.5 of the Government Code, relating to state government.

• AB 851 (Caballero) Extends the sunset date on the authority of counties to use construction manager at-risk (CM at-risk) contracting, extends CM at-risk contracting authority to the City of San Diego (San Diego) for specified projects, and allows the Santa Clara Valley Water District (District) to use the design-build procurement method for specified types of projects.

• AB 979 (Lackey) This bill amends statutes that govern independent special districts selection committees and representation of special districts on local agency formation commissions (LAFCOs).

An act to amend Sections 56332 and 56332.5 of the Government Code, relating to local government.

• AB 1008 (McCarty) Prohibits an employer, with certain exceptions, from inquiring about or considering a job applicant’s conviction history prior to a conditional offer of employment, and sets requirements regarding the consideration of conviction histories in employment decisions.

An act to add Section 12952 to the Government Code, and to repeal Section 432.9 of the Labor Code, relating to employment discrimination.

• AB 1067 (Gray) This bill designates the almond, walnut, pistachio, and pecan each as the official State nut and makes various findings and declarations.

An act to add Section 422.3 to the Government Code, relating to state emblems.

• AB 1223 (Caballero) Requires state agencies that maintain an Internet Web site to post the following information about construction contract payments valued at $25,000 or more on their Internet Web sites within 10 days of making the payment: The project for which the payment was made; The name of the construction contractor or company paid; The date the payment was made or the state agency instructed the State Controller or other payer to make the payment; The payment application number or other identifying information; and, The amount of the payment.

An act to add Section 10261.7 to the Public Contract Code, relating to public contracts.

• AB 1243 (Arambula) Authorizes a county superintendent of schools to draw, on an annual basis or as directed by the California Public Employees’ Retirement System (CalPERS), requisitions from the county school service fund, the funds of the respective school districts, or other local educational agencies in amounts equal to the total contributions existing law requires be paid to the replacement benefit plan.

An act to amend Section 21761 of the Government Code, relating to public employees’ retirement, and making an appropriation therefor.

• AB 1309 (Cooley) This bill allows the California Public Employees’ Retirement System to assess employers a $200 fee per retired member each month for failure to report the hiring and payroll information of members working in retirement.

An act to amend Section 21220 of the Government Code, relating to public employees’ retirement, and making an appropriation therefor.

• AB 1339 (Cunningham) This bill requires an employer to disclose employment information relating to a current or former employee who has applied for a position other than a sworn peace officer within a law enforcement agency.

An act to amend Section 1031.1 of the Government Code, relating to public employment.

• AB 1379 (Thurmond) This bill seeks to increase funding for the State Certified Access Specialist (CASp) Program in order to increase the availability of CASp services and improve compliance with state and federal construction-related accessibility standards.

An act to amend Section 4467 of the Government Code, relating to disability access, and making an appropriation therefor.

• AB 1424 (Levine) Makes permanent the authority for the University of California (UC) to use best value contracting for construction projects; and, when using best value contracting, requires contractors and all subcontractors to conform with the skilled and trained workforce requirements applicable to alternative construction delivery methods authorized in statute for use by other state or local government entities.

• AB 1455 (Bocanegra) This bill extends exemptions applicable under the California Public Records Act to documents related to collective bargaining between a state agency and its employees to collective bargaining documents between a local public agency and its employees.

• AB 1487 (Rodriguez) Establishes a 960-hour limit per fiscal year on out-of-class appointments in which employers temporarily place current employees in vacant positions of a higher classification, or temporarily upgrade their position.

• AB 1492 (Gonzalez Fletcher) This bill appropriates $78,932.96 to the Department of General Services (DGS) for the payment of 31 claims against the state.

• AB 1516 (Cunningham) Makes non-substantive changes to the codes by recommendation of the Legislative Counsel’s office. Specifically, this bill makes various grammatical and other technical changes suggested by the Office of Legislative Counsel in order to correct non-substantive errors that exist in the original bill text.

• SB 358 (Stern) This bill requires the Secretary of State (SOS) to include on the entity’s internet website conspicuous hyperlinks to local government agencies’ websites that contain publically disclosed campaign finance information. Under this bill the SOS must update these hyperlinks no later than December 31 of each year.

• SB 403 (Cannella) Authorizes the Judicial Council to sell seven closed superior courthouses, where the net proceeds of the sale would flow to the Immediate and Critical Needs Account of the State Court Facilities Construction Fund (ICNA).

• SB 450 (Hertzberg) This bill requires the governing body of a public body to obtain and disclose specified information in a public meeting prior to authorizing the issuance of bonds.

• SB 535 (Lara) This bill, an urgency measure, appropriates $32,022,611.07 from the General Fund to the Department of Justice (DOJ) for the payment of two specified claims against the state. Any funds appropriated in excess of the amounts required for payment of the claims would revert to the General Fund.

• SB 547 (Hill) Makes technical and substantive changes to boards and bureaus under the jurisdiction of the Department of Consumer Affairs (DCA); provides for fee increases for several boards and a bureau of the DCA; extends the operation of the California Council for Interior Design (CCIDC); requires that the fees collected by the California Department of Food and Agriculture (CDFA) to recover administration costs also include reasonable costs to maintain state weights and measures standards; and, makes other technical and clarifying changes.

• SB 671 (Moorlach) Clarifies that 1937 Act (’37 Act) County retirement system employers that make their contribution payments to the county retirement system one year in advance may make an additional year or partial year prepayment of contributions in advance.

• SB 690 (Jackson) This bill allows the State Bar of California (State Bar) to disclose information it is currently prohibited from disclosing and that law schools need in order to comply with regulatory and accreditation requirements. This bill remedies unintended consequences that resulted from subjecting records of the State Bar to the California Public Records Act (CPRA). This bill provides that any information received from an educational or testing entity that is collected by the State Bar for the purpose of conducting the Law School Bar Exam Performance Study shall be confidential and shall not be disclosed pursuant to any state law, except that aggregate, summary, or statistical data that does not identify any person and does not provide substantial risk of identification of any person may be disclosed, as specified.
