• AB 407 (Bigelow) Permits fraternal fire insurers to offer liability coverage in conjunction with a fire insurance policy.

An act to amend Section 9095 of, and to repeal Section 9084.5 of, the Insurance Code, relating to insurance.

• AB 462 (Thurmond) Authorizes the Director of Employment Development Department (EDD) to share information with the Mental Health Services Oversight and Accountability Commission (the Commission) related to quarterly wage data to assist the Commission in fulfilling its duties under the Mental Health Services Act (MHSA), to the extent permitted under applicable federal statute and regulation. Declares it the intent of the Legislature to authorize the Commission to receive information held by other state agencies, as it relates to outcomes established under the MHSA, for purposes of monitoring outcomes and improving the mental health system.

An act to add Section 1095.5 to the Unemployment Insurance Code, relating to mental health services.

• AB 938 (Cooley) This bill authorizes the Insurance Commissioner (IC) to adopt regulations applicable to reinsurance arrangements relating to the valuation of assets or reserve credits, the amount or value of securities, and the extent to which credit will be reduced or eliminated for life insurance policies, long-term care insurance policies, and annuities, as specified.

An act to amend Sections 922.4, 922.5, and 922.85 of the Insurance Code, relating to insurance, and declaring the urgency thereof, to take effect immediately.

• AB 1398 (Kalra) Requires insurers to process the surrender of an annuity within 45 days of receiving the request.

An act to add Section 10168.45 to the Insurance Code, relating to annuities.

• AB 1460 (Dababneh) Allows licensed brokers, as specified, to hold fiduciary funds within any state, as specified.

An act to amend Sections 1734 and 1734.5 of the Insurance Code, relating to insurance.

• AB 1641 (Daly) Authorizes the Insurance Commissioner (commissioner) to allow non-admitted insurers to sell innovative insurance products in California, and allows surplus line brokers located outside California to become members of the Surplus Line Association of California (SLA).

An act to amend Sections 1763.1 and 1780.52 of the Insurance Code, relating to insurance.

• AB 1696 (Committee on Insurance) This bill makes a number of technical and non-controversial amendments to various provisions of the Insurance Code.

• SB 272 (Mendoza) This bill allows the State Compensation Insurance Fund (State Fund) board of directors (board) to appoint a chief underwriting officer, executive vice president of corporate claims, executive vice president of strategic planning and pricing actuary as positions exempt from civil service requirements, as specified; requires the board to set the salary amounts for these positions in amounts that are reasonably necessary to attract and retain individuals of superior qualifications; requires the board to submit its salary-setting criteria to the Department of Human Resources; and requires the board to submit a biennial report to the legislative committees with jurisdiction over insurance containing salary setting criteria and the salary and total compensation of each position filled.

An act to amend Section 11785 of the Insurance Code, relating to the State Compensation Insurance Fund.

• SB 430 (Committee on Insurance) This bill allows the California Insurance Guarantee Association (CIGA), with the approval of the Insurance Commissioner (IC), to reinsure with, or transfer liabilities to, a California licensed reinsurer or other reinsurer approved by the IC.

An act to amend Section 1063.2 of the Insurance Code, relating to insurance.

• SB 569 (Monning) This bill provides a mechanism for the California Department of Insurance (CDI) to assist a property owner, or the property owner’s legal representative, to identify the insurer of a property located in a declared disaster area when the property owner is unable to identify the policy number or name of the issuing insurer.

An act to add Section 2085 to the Insurance Code, relating to insurance.

• SB 788 (Lara) This bill permits an individual applying for, or a licensee renewing, certain types of insurance licenses to submit an individual taxpayer identification number (ITIN) in lieu of a social security number (SSN). This bill also restricts the sharing of sensitive information collected during the application process.

An act to amend, repeal, and add Section 1666.5 of the Insurance Code, relating to insurance.
