• AB 72 (Santiago) Gives the Department of Housing and Community Development (HCD) authority to find a city’s, county’s, or city’s and county’s (city and county) housing element out of substantial compliance if it determines that the city, county, or city and county acts or fails to act in compliance with its housing element, and allows HCD to refer violations of law to the Attorney General (AG).

• AB 132 (Jones-Sawyer) This bill would authorize the Governor to execute games support contracts, not to exceed $270 million, in connection with the site selection process for the City of Los Angeles to become the host for the 2028 Olympic Games and Paralympic Games, that accept financial liability to provide the state security for amounts owed by the Organizing Committee for the Olympic Games (OCOG), as specified, and for any financial deficit accruing to the OCOG as a result of the hosting of the games by the endorsing municipality, as defined, and would establish the Olympic Games Trust Fund in the State Treasury and would, upon appropriation by the Legislature, make the money in the fund available for these purposes, as specified.

• AB 545 (Bigelow) This bill authorizes nonprofit hospitals in El Dorado County to enter into joint powers agreements with a public agency.

• AB 755 (Eduardo Garcia) Extends the authorization for cities and counties to establish a capital investment incentive program (CIIP) from January 1, 2018, to January 1, 2019.
An act to amend Section 51298.5 of the Government Code, relating to economic development.
• AB 798 (Eduardo Garcia) Allows Imperial County to convert the public administrator’s office from an elected position to an appointed position and to consolidate the offices of public administrator and public guardian.
An act to amend Section 24011 of the Government Code, relating to the local government, and declaring the urgency thereof, to take effect immediately.
• AB 866 (Cunningham) Authorizes a city or county to display the Flag of the United States of America or the Flag of California, or both, as part of a gateway monument if the flags are maintained by the city or county. Defines “gateway monument” to mean any freestanding structure or sign, or non-integral or non-required highway feature, constructed within the state’s right-of-way, which communicates the name of the city or county.

• AB 995 (Limón) This bill requires that any leave balance accrued by a county employee prior to their appointment as an employee of the Ventura County retirement system be transferred to the retirement system, and that the county pay to the system an equal amount of the value of the accrued leave.

• AB 1226 (McCarty) This bill authorizes the City of West Sacramento and Yolo County to replace an appointed member to the Sacramento-Yolo Port District prior to the end of their four-year term of office.

• AB 1418 (O’Donnell) Clarifies that city prosecutors have the same authority, privileges, and protections as prosecuting city attorneys.
An act to amend Sections 373a, 1424, and 11105 of the Penal Code, and to amend Sections 1807.5, 1808.4, and 1810.5 of the Vehicle Code, relating to city prosecutors.
• SB 166 (Skinner) This bill requires that a local jurisdiction accommodate its remaining unmet need at all times throughout the housing element planning period.

• SB 184 (Morrell) This bill allows county recorders to truncate social security numbers in documents recorded prior to 1980.
An act to amend Section 27301 of the Government Code, relating to local government.
• SB 205 (Committee on Governance and Finance) This bill makes several non-controversial changes to state laws governing local governments’ powers and duties.
An act to amend Sections 1360, 16182, 16183, 16184, 16186.5, 16200, 16202, 25536.9, 27282, 30201, 53237.1, 54973, and 54974 of the Government Code, to amend Sections 21220 and 22050 of the Public Contract Code, to amend Sections 2505, 2514, 2515, 2781, 20503, 20505, 20585, 20586, 20621, 20627, 20630, 20640.3, 20641, 20645.5, and 20645.6 of the Revenue and Taxation Code, to amend Section 501 of the North Fork Kings Groundwater Sustainability Agency Act (Chapter 392 of the Statutes of 2016), to amend Section 34 of the Sacramento Area Flood Control Agency Act (Chapter 510 of the Statutes of 1990), and to amend Sections 1, 2, 3, 16, 17, and 28 of the Vallejo Sanitation and Flood Control District Act (Chapter 17 of the First Extraordinary Session of the Statutes of 1952), relating to local government.
• SB 229 (Wieckowski) This bill makes several changes to accessory dwelling unit law (ADU) law.

• SB 231 (Hertzberg) Defines “sewer” for the purposes of the Proposition 218 Omnibus Implementation Act.
An act to amend Section 53750 of, and to add Section 53751 to, the Government Code, relating to local government finance.
• SB 267 (Pan) This bill permits the City Council of the City of Sacramento and the Fair Political Practices Commission (FPPC) to enter into an agreement that provides for the FPPC to enforce Sacramento’s campaign finance ordinance.
An act to add and repeal Section 83123.7 of the Government Code, relating to the Political Reform Act of 1974, and declaring the urgency thereof, to take effect immediately.
• SB 361 (Hernandez) Authorizes the Landscaping and Lighting District of the City of La Puente (District) to perform maintenance and make improvements, pursuant to the Landscaping and Lighting Act of 1972.

• SB 448 (Wieckowski) This bill requires the State Controller to publish a list of inactive special districts and establishes a process for local agency formation commissions (LAFCOs) to dissolve inactive special districts.
An act to amend Sections 26909, 56073.1, and 56375 of, to add Sections 12463.4 and 56042 to, and to add Article 6 (commencing with Section 56879) to Chapter 5 of Part 3 of Division 3 of Title 5 of, the Government Code, relating to local government.
• SB 540 (Roth) This bill authorizes a city or county to establish a Workforce Housing Opportunity Zone (WHOZ) by preparing an environmental impact report (EIR) to identify and mitigate impacts from establishing a WHOZ and adopting a specific plan. A local government must approve a housing development within the WHOZ that meets specified criteria, and no project-level EIR or a negative environmental declaration would be required on a development within a WHOZ that meets specified criteria.
An act to add Article 10.10 (commencing with Section 65620) to Chapter 3 of Division 1 of Title 7 of the Government Code, relating to land use.
• SB 742 (Moorlach) This bill requires the city treasurer, if the city has issued bonds, to use a system of accounting and auditing that adheres to generally accepted accounting principles.
