• AB 560 (Salas) Authorizes the State Water Resources Control Board (State Water Board) to provide grant funding, and principal forgiveness and zero percent financing on loans, from the Safe Drinking Water State Revolving Fund (DWSRF) to a water system serving a severely disadvantaged community if the water system demonstrates that repaying a loan with interest would result in unaffordable water rates.

An act to amend Section 116760.50 of the Health and Safety Code, relating to water.

• AB 759 (Dahle) Exempts electrical cooperatives from the requirement to submit an integrated resource plan (IRP) to the California Public Utilities Commission (CPUC) if the cooperative has an annual electrical demand less than 700 gigawatt hours (GWh), as defined.

An act to amend Section 454.52 of the Public Utilities Code, relating to electricity.

• AB 1070 (Gonzalez Fletcher) Requires the Contractors State License Board (CSLB) in collaboration with the Public Utilities Commission (PUC) to develop and make available a “solar energy system disclosure document” (disclosure) for solar energy customers, compile an annual report documenting consumer complaints relating to solar contractors and, develop standardized inputs and assumptions to be used in the calculation and presentation of electric utility bill savings to a consumer.

An act to add Sections 7169 and 7170 to the Business and Professions Code, and to add Section 2854.6 to the Public Utilities Code, relating to solar energy systems.

• AB 1082 (Burke) Authorizes an electrical corporation to file with the California Public Utilities Commission (CPUC) a pilot program proposal for the installation of electric charging stations at school facilities and other educational institutions.

An act to add Section 740.13 to the Public Utilities Code, relating to transportation electrification.

• AB 1083 (Burke) Authorizes an electrical corporation to file with the California Public Utilities Commission (CPUC) a pilot program proposal for the installation of electric charging stations at state parks and beaches.

An act to add Section 740.14 to the Public Utilities Code, relating to transportation electrification.

• AB 1113 (Bloom) Revises and recasts the provisions governing the State Transit Assistance (STA) program.

An act to amend Sections 99243, 99312, 99312.1, 99312.7, 99313, 99313.1, 99313.3, 99313.6, 99313.7, 99314, 99314.1, 99314.2, 99314.3, 99314.4, 99314.5, 99314.6, and 99314.8 of, and to repeal and add Section 99312.2 of, the Public Utilities Code, relating to public transit, and declaring the urgency thereof, to take effect immediately.

• AB 1145 (Quirk) Includes cable television facilities and operators to existing statutes governing assessments created for the purposes of converting overhead electric and communications facilities to underground locations.

An act to amend Sections 700, 5896.2, 5896.5, 5896.9, 5896.10, and 5896.14 of the Streets and Highways Code, relating to electric and communication facilities.

• AB 1523 (Obernolte) This bill authorizes the San Bernardino County Transportation Authority (SBCTA) to use design-build contracting on one project in the City of San Bernardino, as specified.

An act to add Sections 130828 and 130828.1 to the Public Utilities Code, relating to local public contracts.

• AB 1665 (Eduardo Garcia) Makes various change to the California Advanced Services Fund (CASF) including revising the goal of the program to approve funding for infrastructure projects that will provide broadband access to no less than 98% of California households in each consortia region, revises the eligibility requirements for projects and project applicants, creates the Broadband Adoption Account (Adoption Account) to increase broadband access and digital inclusion, and requires additional program audits and reporting.

An act to amend Sections 281, 912.2, and 914.7 of the Public Utilities Code, relating to communications, and declaring the urgency thereof, to take effect immediately.

• SB 19 (Hill) This bill provides a suite of reforms of the operations of the California Public Utilities Commission (CPUC), including: the transfer, by July 1, 2018, of four transportation-related functions from the CPUC to other agencies or jurisdictions; clarifies and, in some cases, codifies the responsibilities and oversight of various positions; clarifies CPUC notification requirements for contracting of outside legal services; and others.

An act to amend Section 9810 of, to add Chapter 3.1 (commencing with Section 19225) to Division 8 of, and to repeal and amend Section 205 of, the Business and Professions Code, to add Article 2.9 (commencing with Section 759) to Chapter 5 of Division 3 of the Harbors and Navigation Code, to amend Sections 303, 309, and 321 of, to amend and repeal Sections 5503.5, 5505, 5507, and 5509 of, to amend, repeal, and add Sections 212, 5503, 5506, 5508, 5511, and 5512 of, to add Sections 307.2, 307.5, 307.6, 314.6, 633, and 912.3 to, to add Article 6 (commencing with Section 4025) to Chapter 2.5 of, to add Article 2 (commencing with Section 4675) to Chapter 4.5 of, and to add Article 10 (commencing with Section 5340) to Chapter 7 of, to repeal Chapter 2.5 (commencing with Section 4000) of, to repeal Chapter 4.5 (commencing with Section 4660) of, and to repeal Chapter 7 (commencing with Section 5101) of, Division 2 of, the Public Utilities Code, and to amend, repeal, and add Section 34505.7 of, and to add Division 14.86 (commencing with Section 34680) to, the Vehicle Code, relating to the Public Utilities Commission, and making an appropriation therefor.

• SB 338 (Skinner) This bill requires the CPUC and the governing board of each local POU to each consider the role of a variety of energy technologies and resources in meeting energy and reliability needs during and around the hour of peak demand while reducing the need for new generation and transmission resources.

An act to amend Sections 454.52 and 9621 of the Public Utilities Code, relating to energy.

• SB 385 (Hueso) This bill provides technical clean-up of the Public Utilities Code, including modifying and clarifying existing statutes and repealing obsolete provisions.

An act to amend Sections 421, 776, 883, 913.9, 1103, 1202, 1701.1, 1701.3, and 7931 of, to add Sections 381.4, 911.2, and 916.5 to, and to repeal Sections 765.7 and 7937 of, the Public Utilities Code, relating to the Public Utilities Commission.

• SB 549 (Bradford) This bill requires an electrical or gas corporation to annually notify the California Public Utilities Commission (CPUC) of each time that capital or expense revenue authorized by the CPUC for maintenance, safety, or reliability was redirected by the electrical or gas corporation to other purposes.

An act to add Section 591 to the Public Utilities Code, relating to public utilities.

• SB 598 (Hueso) This bill requires the California Public Utilities Commission (CPUC) to adopt rules, policies and regulations with the goal of reducing the statewide level of gas and electric utility service disconnections for nonpayment by residential customers and extends special considerations to residential customers who have specified medical conditions or who have a member of the household with those conditions.

An act to add Sections 718, 779.3, and 910.5 to the Public Utilities Code, relating to public utilities.

• SB 618 (Bradford) This bill requires, explicitly, the integrated resource plans (IRPs) of all load-serving entities – investor-owned utilities (IOUs), electric service providers (ESPs), and community choice aggregators (CCAs) – to contribute to a diverse and balanced portfolio of resources needed to ensure a reliable electricity supply, meet certain environmental goals, and so that there is no cost shifting among load-serving entities.

An act to add Section 454.54 to the Public Utilities Code, relating to electricity.

• SB 680 (Wieckowski) Extends the distance from one-quarter mile to one-half mile from a transit facility that the San Francisco Bay Area Rapid Transit District (BART) can engage in Transit Oriented Development (TOD) projects.

An act to amend Section 29010.3 of the Public Utilities Code, relating to transportation.

• SB 711 (Hill) This bill requires the California Public Utilities Commission (CPUC) to make efforts to minimize utility bill volatility for residential customers of electric and gas corporations with specified actions.

An act to amend Section 739 of, and to add Section 739.11 to, the Public Utilities Code, relating to energy.

• SB 801 (Stern) This bill makes several requirements of energy utilities serving ratepayers in the Los Angeles (LA) Basin to support energy reliability where it has been affected by reductions in storage gas capacity and gas deliverability resulting for the 2015 leak at the Aliso Canyon storage facility, operated by Southern California Gas Company (SoCal Gas).

An act to amend Section 972 of, and to add Sections 2104.7, 2836.7, 9616, and 9618 to, the Public Utilities Code, relating to energy.
