• AB 74 (Chiu) Creates the Housing for a Healthy California Program (Program) to provide rental assistance to individuals who are homeless and receive services from the Whole Person Care pilot program, Health Homes, or another locally controlled funding source.

• AB 107 (Committee on Budget) This is the Developmental Services Trailer Bill for 2017-18. It contains necessary changes related to the Budget Act of 2017. This bill makes various statutory changes to implement the 2017-18 budget.

• AB 191 (Wood) This bill adds licensed marriage and family therapists and licensed professional clinical counselors to those health providers who are authorized to sign a notice of certification, as specified, when a patient is certified as needing intensive treatment.

An act to amend Sections 5251, 5261, and 5270.20 of the Welfare and Institutions Code, relating to mental health.

• AB 210 (Santiago) Allows counties to develop a homeless adult and family multidisciplinary team (MDT) in order to facilitate identification and assessment of homeless individuals, and link homeless individuals to housing and supportive services, and to allow service providers to share confidential information to ensure continuity of care.

An act to add Chapter 18 (commencing with Section 18999.8) to Part 6 of Division 9 of the Welfare and Institutions Code, relating to public social services.

• AB 236 (Maienschein) Adopts changes to California Work Opportunity and Responsibility to Kids (CalWORKs) housing assistance for temporary shelter to make the assistance available to certain families receiving reunification services through the child welfare services system and requires the Department of Social Services (DSS) to work with certain entities to report to the Legislature on shelter costs and best practices for transitioning families to permanent shelter.

An act to amend Sections 11203 and 11450 of the Welfare and Institutions Code, relating to CalWORKs.

• AB 323 (Berman) This bill authorizes county human services agencies to refer CalFresh applicants and recipients to the 2-1-1 dial code so that applicants and recipients may access information about emergency food providers and supplemental food assistance providers in lieu of the county providing a similar list, if the county deems the 2-1-1 method to be the most appropriate.

An act to amend Section 18911 of the Welfare and Institutions Code, relating to CalFresh.

• AB 340 (Arambula) Requires that screening services provided under the Early and Periodic Screening, Diagnosis, and Treatment (EPSDT) Program include screening for trauma, defines trauma for the purpose of screening, and requires the Department of Health Care Services (DHCS), in consultation with the Department of Social Services (DSS), behavioral health experts, child welfare experts, and stakeholders, to adopt, employ and develop tools and protocols for the screening of children for trauma, as specified.

An act to add Section 14132.19 to the Welfare and Institutions Code, relating to Medi-Cal.

• AB 346 (Daly) This bill allows a housing successor to expend funds in the Low and Moderate Income Housing Asset Fund (LMIHF) for contributions toward the construction of local or regional homeless shelters. It also allows two or more housing successors within a county, as specified, to additionally enter into an agreement to transfer funds among their respective LMIHF for a regional homeless shelter, if specified conditions are met.

An act to amend Section 34176.1 of the Health and Safety Code, relating to local government.

• AB 384 (Irwin) Expands the California Achieving a Better Life Experience (CalABLE) Act to non-California residents, and clarifies the application of existing provisions of law that exclude specified ABLE account funds from income when determining eligibility for certain federal means-tested programs (Medi-Cal).

• AB 415 (Chiu) Allows the Department of Social Services (DSS) to contract with employment social enterprises in order to provide CalFresh Employment and Training Program (CFET) services.

An act to add Section 18926.7 to the Welfare and Institutions Code, relating to CalFresh.

• AB 480 (Gonzalez Fletcher) Includes a thirty-dollar-per-month benefit to assist with diaper costs for each child under three years old as a necessary supportive service pursuant to a California Work Opportunity and Responsibility to Kids (CalWORKs) participant’s welfare-to-work plan, requires the Department of Social Services (DSS) to develop implementing regulations by January 1, 2020, provides that no continuous appropriation for public assistance shall be made to implement the provisions of this bill, and makes technical changes, as specified.

An act to amend Section 11323.2 of the Welfare and Institutions Code, relating to CalWORKs.

• AB 501 (Ridley-Thomas) Expands the definition of a short-term residential treatment center (STRTC) to include a children’s crisis residential center (CCRC) to be used as a diversion from psychiatric hospitalization and creates a new facility licensure category for CCRCs, and makes related changes.

An act to amend Section 1502 of, and to add Sections 1562.02 and 1562.03 to, the Health and Safety Code, and to amend Sections 5848.5 and 11462.01 of, and to add Section 11462.011 to, the Welfare and Institutions Code, relating to mental health.

• AB 507 (Rubio) Requires a portion of the annual resource family training support the case plans, goals and needs of children in the resource family home, as specified, and allows a county to require a resource family or applicant to receive one or more hours of relevant specialized training in addition to existing training requirements.

An act to add Section 16519.502 to the Welfare and Institutions Code, relating to foster care.

• AB 557 (Rubio) Authorizes, as of July 1, 2018, applicants for and recipients of California Work Opportunity and Responsibility to Kids (CalWORKs) benefits who have experienced domestic violence to be eligible for CalWORKs homeless assistance and good-cause exemptions from school participation and immunization requirements under specified circumstances.

An act to amend Section 11450 of, to amend, repeal, and add Sections 11253.5 and 11265.8 of, and to add Sections 11495.16 and 11495.17 to, the Welfare and Institutions Code, relating to CalWORKs.

• AB 563 (Arambula) Includes individuals subject to the able-bodied adult without dependents (ABAWD) time limit among those individuals who are deferred from mandatory participation in CalFresh Employment & Training (CFET) programs, expands the list of CFET components a county may offer and for which it is required to demonstrate the effective use of funds, and maintains the ability of DSS to enter into an agreement with an organization, institution, or agency to act as a state entity for receipt of federal Supplemental Nutrition Assistance Program (SNAP) Employment and Training (E&T) reimbursement, as specified.

An act to amend Section 18926.5 of the Welfare and Institutions Code, relating to CalFresh.

• AB 597 (Mark Stone) Permits Santa Clara County, Santa Cruz County, and San Mateo County to jointly share information regarding families at risk for child abuse or neglect and allows, among other things, for this information to be used for research purposes intended to better serve those families and to prevent abuse and neglect, provided specified assurances regarding the confidentiality of personal identifying information are met.

An act to amend Section 18961.5 of the Welfare and Institutions Code, relating to child abuse and neglect.

• AB 604 (Gipson) Requires the court to assume transition jurisdiction over a youth who was arrested for or convicted of any nonviolent offense committed while he or she was a victim of human trafficking regardless of a court order vacating the underlying adjudication, as specified.

An act to amend Sections 303, 388, 450, 451, and 11401 of the Welfare and Institutions Code, relating to nonminor dependents.

• AB 607 (Gloria) Establishes the Community Resiliency and Disaster Preparedness Act of 2017 to provide for expanded and improved disaster readiness and response in the California Work Opportunity and Responsibility to Kids (CalWORKs) and CalFresh programs.

An act to amend Sections 11100, 11105, and 11450 of, and to add Section 18917 to, the Welfare and Institutions Code, relating to public social services, and making an appropriation therefor.

• AB 659 (Ridley-Thomas) Changes from annually to every three years, beginning in 2019, the frequency by which clinical laboratory or laboratory service providers (referred together as “Labs”) are required to submit data reports to the Department of Health Care Services (DHCS) for purposes of developing reimbursement rates. Requires the reimbursement rates developed under this bill to become effective July 1, 2020, and July 1 of every third year thereafter.

An act to amend Section 14105.22 of the Welfare and Institutions Code, relating to Medi-Cal.

• AB 688 (Calderon) Exempts funds in an Achieving a Better Life Experience (ABLE) account, not to exceed $100,000, from a money judgment without making a claim, as provided, operative on September 1, 2018. Specifically, this bill provides that moneys in, contributions to, and any distribution for qualified disability expenses from, an ABLE account, not to exceed $100,000, shall not count toward determining eligibility for a state or local means-tested program, and shall be exempt from a money judgment without making a claim.

An act to amend, repeal, and add Section 4880 of the Welfare and Institutions Code, relating to money judgments.

• AB 727 (Nazarian) Clarifies that counties may spend funds on housing assistance for people in the target population for programs funded by the Mental Health Services Act (MHSA), including programs that serve seriously emotionally disturbed children or adolescents and adults or older adults who have a serious mental disorder.

An act to amend Section 5892 of the Welfare and Institutions Code, relating to mental health.

• AB 766 (Friedman) Includes a dormitory or other designated housing of a postsecondary educational institution in which a minor dependent who is enrolled at the postsecondary institution is living independently among the placement options in which a child or nonminor dependent must live in order to be eligible for Aid to Families with Dependent Children- Foster Care (AFDC-FC), allows a minor dependent who is otherwise eligible to receive AFDC-FC payments who meets certain requirements to receive his or her AFDC-FC payments directly, and prohibits AFDC-FC payments paid directly to the minor dependent from being considered by the California State University (CSU) and the California Community Colleges when determining eligibility for financial aid.

An act to add Section 66021.5 to the Education Code, and to amend Section 11402 of, and to add Section 11402.7 to, the Welfare and Institutions Code, relating to foster care.

• AB 818 (Burke) This bill permits a California Work Opportunity and Responsibility to Kids (CalWORKs) recipient to request an extension to the 24-month welfare-to-work time clock in order to obtain a high school education or its equivalent, or to participate in education or activities subsequent to the acquisition of a high school diploma or its equivalent.

An act to amend Section 11322.87 of the Welfare and Institutions Code, relating to CalWORKs.

• AB 910 (Ridley-Thomas) Clarifies California Work Opportunity and Responsibility to Kids (CalWORKs) welfare-to-work requirements for assistance units with two parents where one parent is living with disabilities and for assistance units consisting solely of a pregnant woman.

An act to amend, repeal, and add Section 11322.8 of the Welfare and Institutions Code, relating to CalWORKs.

• AB 932 (Ting) Authorizes emergency housing, upon the declaration of a shelter crisis by the City of Berkeley, Emeryville, Los Angeles, Oakland, or San Diego, the County of Santa Clara, or the City and County of San Francisco, to include homeless shelters until January 1, 2021.

An act to add and repeal Section 8698.4 of the Government Code, relating to housing.

• AB 959 (Holden) Expands the list of parties that current law requires all public or private agencies receiving state funds for the provision of services to individuals with disabilities to respect the choices of, requires the Department of Developmental Services (DDS) to establish and maintain on its Internet Web site a page that includes a list and description of services purchased or provided by regional centers, and requires a regional center to include a link to this page on its Internet Web site.

An act to amend Sections 4502.1 and 4629.5 of the Welfare and Institutions Code, relating to developmental services.

• AB 974 (Quirk-Silva) Requires counties to report their Mental Health Services Act (MHSA) expenditures spent on mental health services for veterans to the Department of Health Care Services (DHCS) and the Mental Health Services Oversight and Accountability Commission (the Commission).

An act to amend Section 5899 of the Welfare and Institutions Code, relating to mental health.

• AB 1021 (Baker) This bill requires each county to accept applications for In Home Supportive Services (IHSS) benefits by telephone, through facsimile, or in person, or by email or other electronic means if the county is capable of accepting online applications or applications via email for benefits.

An act to add Section 12301.17 to the Welfare and Institutions Code, relating to in-home supportive services.

• AB 1074 (Maienschein) Makes changes to the requirements for qualified autism service (QAS) providers and QAS paraprofessionals for purposes of behavioral health therapy (BHT) coverage by health care service plans (health plans) and health insurers.

An act to amend Section 1374.73 of the Health and Safety Code, to amend Section 10144.51 of the Insurance Code, and to amend Section 14132.56 of the Welfare and Institutions Code, relating to health care coverage.

• AB 1134 (Gloria) Authorizes the Mental Health Services Oversight and Accountability Commission (Commission) to establish a fellowship program for the purpose of providing an experiential learning opportunity for a mental health consumer and a mental health professional.

An act to add Section 5845.5 to the Welfare and Institutions Code, relating to mental health services.

• AB 1149 (Arambula) This bill allows Local Workforce Development Boards (LWDBs) to classify funds spent providing supportive services to those served by the federal Workforce Innovation and Opportunity Act (WIOA) as “leveraged funds” that satisfy mandated spending requirements for workforce training.

An act to amend Section 14211 of, and to repeal Section 9600.5 of, the Unemployment Insurance Code, relating to workforce development.

• AB 1200 (Cervantes) Establishes an Aging and Disability Resource Center (ADRC) program to provide information to consumers and their families on available long-term services and supports (LTSS) programs, and to assist older adults, caregivers, and persons with disabilities in accessing LTSS programs at the local level.

An act to add Article 4 (commencing with Section 9120) to Chapter 2 of Division 8.5 of the Welfare and Institutions Code, relating to aging.

• AB 1315 (Mullin) Establishes the Early Psychosis Intervention Competitive Selection Process Plus Program and an advisory committee (advisory committee) to the Mental Health Services Oversight and Accountability Commission (Commission) to encompass early psychosis and mood disorder detection and intervention. Provides that the implementation of the grant program and adoption of regulations be contingent upon the deposit into the Early Psychosis Detection and Intervention Fund (Fund) of at least $500,000 in nonstate funds for the purpose of funding grants.

• AB 1520 (Burke) Establishes the Lifting Children and Families Out of Poverty Task Force.

An act to add and repeal Division 11 (commencing with Section 20050) of the Welfare and Institutions Code, relating to poverty.

• AB 1604 (Nazarian) Permits a California Work Opportunity and Responsibility to Kids (CalWORKs) recipient to participate in a high school equivalency program prior to participation in other specified CalWORKs activities.

An act to amend Section 11320.1 of, and to add Section 11325.3 to, the Welfare and Institutions Code, relating to CalWORKs.

• SB 4 (Mendoza) This bill requires governance of CalOptima (the county organized health system serving Orange County) to be vested in a governing body consisting of nine voting members and one nonvoting member. This bill specifies the membership categories of the CalOptima board and specifies the duties of board members, and their terms. This bill sunsets these provisions January 1, 2023. This bill contains an urgency clause that will make this bill effective upon enactment.

An act to add and repeal Section 14087.59 of the Welfare and Institutions Code, relating to Medi-Cal, and declaring the urgency thereof, to take effect immediately.

• SB 218 (Dodd) This bill allows balance transfers from ABLE accounts to other eligible beneficiaries, and prohibits the state from filing a claim to recover MediCal costs from the account upon the beneficiary’s death.

An act to add Section 4885 to the Welfare and Institutions Code, relating to the Qualified ABLE Program.

• SB 241 (Monning) This bill revises and recasts provisions of law governing the right of patients to access and copy their medical records by conforming these requirements to federal Health Information Portability and Accountability Act of 1996 (HIPAA) requirements, including requiring health care providers to provide the records in an electronic format if they are maintained electronically and if the patient requests the records in an electronic format, more clearly specifying the reasonable clerical costs that can be charged by the providers, and by making other technical, clarifying and conforming changes.

An act to amend Sections 123105 and 123110 of the Health and Safety Code, and to amend Section 5328 of the Welfare and Institutions Code, relating to medical records.

• SB 278 (Wiener) This bill requires the California Department of Social Services (CDSS) to determine whether there is adequate information to set a minimum statewide cost-effective threshold for collecting CalFresh overissuances from former CalFresh recipients caused by an administrative error, and, if it determines that there is adequate information and other specified criteria are met, to set a minimum statewide cost-effective threshold for collecting these CalFresh overissuances.

An act to amend Section 18927 of, and to add Section 18927.5 to, the Welfare and Institutions Code, relating to CalFresh.

• SB 282 (Wiener) This bill establishes the “Reducing Hunger Among Vulnerable Californians Act of 2017” to, among other things, increase access to employment services for noncustodial parents of children receiving California Work Opportunity and Responsibility to Kids (CalWORKs) benefits, require the California Department of Social Services (CDSS) to communicate with counties regarding how to participate in the Restaurant Meals Program (RMP), and require CDSS to seek partial federal reimbursement for CalFresh Employment and Training (CALFRESH E&T)-related subsidized employment services.

An act to amend Sections 11322.64 and 18926.5 of, and to add Sections 11320.16 and 18919 to, the Welfare and Institutions Code, relating to public social services.

• SB 294 (Hernandez) This bill permits a hospice agency to provide any interdisciplinary hospice services described in the Hospice Licensure Act of 1990, including but not limited to, palliative care, to a patient with a serious illness as determined by the physician and surgeon in charge of the care of the patient. This bill requires reporting by a hospice agency to the California Department of Public Health (CDPH) and sunsets this bill on January 1, 2022.

An act to add and repeal Section 1747.3 of the Health and Safety Code, relating to hospice.

• SB 332 (Stern) Requires the Department of Social Services (DSS) to provide voter registration information on certain documents and Internet Web sites used by foster youth and nonminor dependents and allows a county social worker to provide a voter registration form to a child 16 years of age or older or a nonminor dependent, as specified.

• SB 360 (Skinner) This bill exempts an individual from criminal prosecution for overpayment or overissuance of California Work Opportunity and Responsibility to Kids (CalWORKs) or CalFresh benefits for any month in which the county human services agency was in receipt of Income and Eligibility Verification (IEVS) data match information indicating such overpayment or overissuance but had not provided timely and adequate notice to the individual.

An act to amend Section 10980 of the Welfare and Institutions Code, relating to public social services.

• SB 380 (Bradford) This bill allows a California Work Opportunity and Responsibility to Kids (CalWORKs) assistance unit to receive the full child support payments for a stepsibling or half-sibling in that unit, and prohibits those child support payments from impacting CalWORKs eligibility or benefit level determination, as specified.

An act to amend, repeal, and add Section 11008.14 of, and to add Section 11450.17 to, the Welfare and Institutions Code, relating to CalWORKs.

• SB 401 (Pan) This bill removes the existing limit on the allowable area of indoor space that can be used for child care within state-owned office buildings.

An act to amend Section 4560 of the Government Code, relating to public contracts.

• SB 443 (Hernandez) This bill allows a pharmacy or wholesaler that is an emergency medical services (EMS) provider agency to restock drugs to an EMS automated drug delivery system (EMSADDS) located within an EMS provider agency, subject to specified conditions.

An act to amend Section 4119 of, and to add Sections 4034.5, 4119.01, and 4202.5 to, the Business and Professions Code, relating to pharmacy.

• SB 449 (Monning) This bill requires at least two of the 60 hours of classroom training that is required as part of the training program for certified nurse assistants to address the special needs of persons with Alzheimer’s disease and related dementias.

An act to amend Section 1337.1 of the Health and Safety Code, relating to health facilities.

• SB 512 (Hernandez) This bill requires health care practitioners administering stem cell therapies who have not obtained prior approval for an investigational new drug from the Food and Drug Administration (FDA) to disclose to the patient that the procedures utilizing stem cells have not yet been approved by the FDA. This bill requires the Medical Board of California (MBC) to report complaints received and disciplinary action taken against licensed physicians for administering non-FDA approved stem cell therapies.

An act to add Section 684 to the Business and Professions Code, relating to healing arts.

• SB 565 (Portantino) This bill requires a mental health facility to make reasonable attempts to notify family members, or any other person designated by the patient, of the time and place of the certification hearing at least 36 hours prior to a certification review hearing for involuntary mental health hold for an additional period, unless the patient requests that this information not be provided.

An act to amend Sections 5260 and 5270.15 of the Welfare and Institutions Code, relating to mental health.

• SB 613 (De León) Repeals longstanding requirements in the Welfare and Institutions Code that require the Division of Juvenile Justice (DJJ), Department of State Hospitals (DSH), and Department of Developmental Services (DDS) to “cooperate with” federal immigration authorities in “arranging for the deportation of all aliens” who are confined in their respective institutions.

An act to repeal Sections 1008, 4118, and 4458 of the Welfare and Institutions Code, relating to immigration status.
