• AB 37 (Berman) Requires county elections officials to mail a ballot to every active registered voter for all elections, and makes changes to vote by mail (VBM) processes, procedures, and requirements, as specified. act to amend Sections 3000.5, 3016.7, 3019.7, 3020, and 15101 of, to add Section 3025.5 to, and to repeal Section 3016.5 of, the Elections Code, relating to elections.

• AB 319 (Valladares) This bill, under state law, prohibits contributions, expenditures, and independent expenditures (IEs) by foreign governments and foreign principals in connection with state and local candidate elections. act to amend Section 85320 of the Government Code, relating to the Political Reform Act of 1974.

• AB 796 (Berman) Codifies voter registration information transmittal requirements in the federal National Voter Registration Act (NVRA) of 1993, as specified. Codifies into state law various provisions from a legal settlement regarding the transmission of voter registration information, as specified. Requires the Secretary of State (SOS) to establish a taskforce to evaluate the California New Motor Voter (NMV) Program, as specified. act to amend Section 5100 of, to amend and renumber Sections 2263, 2265, 2266, 2267, 2268, 2269, and 2270 of, to amend, renumber, and add Sections 2262 and 2264 of, to add Sections 2272, 2273, 2274, and 2276 to, and to add and repeal Section 2275 of, the Elections Code, relating to voter registration.

• AB 1367 (Low) Increases penalties for egregious personal use of campaign funds to two times the amount of the unlawful expenditure, as specified. Defines “egregious personal benefit” to mean a direct personal benefit with a total value of $10,000 or more to a candidate, elected officer, or individual or individuals with authority to approve the expenditure of campaign funds held by a committee. act to amend Section 89521 of the Government Code, relating to the Political Reform Act of 1974.

• AB 1495 (Luz Rivas) Requires the Governor, when a vacancy occurs in California’s representation in the United States (US) Senate, to schedule an election for the US Senate seat to be held at the next regularly scheduled statewide primary that is at least 148 days away, with a general election for the seat being held at the ensuing statewide general election, except as specified. Changes the ballot order used as part of an ongoing pilot project in Los Angeles County, for statewide elections where certain conditions are met. act to amend Sections 10720, 13109.7, and 13109.9 of, and to add Section 13109.10 to, the Elections Code, relating to elections.

• AB 1546 (Chau) This bill allows the City of Alhambra to submit a city charter amendment for approval of voters at a special election to remove from the city’s charter all references to the Alhambra Unified School District (AUSD), as specified. act relating to elections, and declaring the urgency thereof, to take effect immediately.

• AB 1590 (Committee on Elections) This bill makes various minor and technical changes to the Political Reform Act (PRA). act to amend Sections 82047.7 and 84101.5 of the Government Code, relating to the Political Reform Act of 1974.

• AB 1591 (Committee on Elections) This bill makes various minor, technical, and corresponding changes to the Elections Code. act to amend Sections 13204, 13300.7, 14298, 17300, and 17303 of the Elections Code, relating to elections.

• SB 29 (Umberg) Requires county elections officials to mail a ballot to every active registered voter, and to allow voters to use a vote by mail (VBM) ballot tracking system, for all elections proclaimed or conducted prior to January 1, 2022. act to amend Sections 3000.5 and 3019.7 of the Elections Code, relating to elections, and declaring the urgency thereof, to take effect immediately.

• SB 35 (Umberg) This bill makes changes to the distance within which electioneering and specified political activities near a voting site are prohibited, as specified. This bill also extends an existing deadline for a candidate for Governor to submit tax returns to the Secretary of State (SOS) in order to have the candidate’s name printed on the direct primary election ballot, and makes changes to the process for submitting those documents, as specified. act to amend Sections 319.5, 8902, 8903, 18370, 18541, and 18568 of, and to add Sections 18372 and 18504 to, the Elections Code, relating to elections.

• SB 152 (Committee on Budget and Fiscal Review) This bill contains statutory provisions related to elections necessary to implement the Budget Act of 2021. act to amend Section 11108 of, and to add Chapter 7 (commencing with Section 1600) to Division 1 of, the Elections Code, relating to elections, and making an appropriation therefor, to take effect immediately, bill related to the budget.

• SB 503 (Becker) This bill adds additional parameters for county elections officials when comparing a voter’s signature on materials related to vote by mail (VBM) ballots with the signature in the voter’s registration record, as specified. act to amend Sections 2194, 3019, 3026, and 15104 of, and to add Section 15377 to, the Elections Code, relating to voting.

• SB 590 (Allen) This bill extends any term of office that is set to expire in March or April 2022 until after the 2022 statewide primary election, if the next scheduled regular election for the office has been consolidated with the 2022 statewide primary election. act to add and repeal Section 1305 to the Elections Code, relating to elections.

• SB 594 (Glazer) This bill makes various changes to state law governing candidate filing for the 2022 statewide primary election, redistricting in special districts following the 2020 census, and districting and redistricting for local governments. act to amend Sections 21500, 21601, and 21621 of, to add Section 22002 to, and to add and repeal Section 22000.1 of, and Chapter 1.5 (commencing with Section 8160) to Part 1 of Division 8 of, the Elections Code, relating to elections, and declaring the urgency thereof, to take effect immediately.

• SB 686 (Glazer) This bill requires a limited liability company (LLC) that is engaged in campaign activity to provide additional information regarding the members and capital contributors to the LLC, as specified. act to add Section 84109 to the Government Code, relating to the Political Reform Act of 1974.

• SB 714 (Caballero) This bill repeals a requirement that a person must be affiliated with the Democratic Party of California (Democratic Party) to be eligible for appointment to a Democratic Party county central committee and permits a person who is not a United States (US) citizen to be elected to a Democratic Party county central committee if certain conditions are met. act to amend Section 7209 of the Elections Code, relating to elections.
