• AB 494 (Mayes) This bill amends the Insurance Holding Company System Model Act and Model Regulation provisions to assist in the evaluation of insurance group risk and liquidity stress. This will help California retain accreditation from the National Association of Insurance Commissioners (NAIC). act to amend Sections 1215, 1215.4, and 1215.8 of the Insurance Code, relating to insurance.
• AB 1511 (Committee on Insurance) Makes a number of technical and noncontroversial changes to various provisions of the California Insurance Code. act to amend Sections 676.8, 678, 1656.1, 1656.2, 1668, 1668.5, 1871.2, 10103.7, 10168.25, 10271, 10271.1, 10273.6, 10295, 11797, 12921.2, 12928.6, 14050, 14052, 14062, and 15040 of, to amend, repeal, and add Section 1210 of, and to add Section 1871.10 to, the Insurance Code, relating to insurance.
• AB 1541 (Committee on Insurance) This bill extends for three years the California Insurance Guarantee Association’s (CIGA) authority to issue bonds not to exceed $1.5 Billion in order to cover workers compensation claims obligations. act to amend Section 1063.75 of the Insurance Code, relating to insurance.
• SB 11 (Rubio) This bill authorizes the Fair Access to Insurance Requirements (FAIR) Plan to sell commercial coverage to farms. act to amend Sections 10091 and 10094 of, and to add Section 10094.5 to, the Insurance Code, relating to insurance, and declaring the urgency thereof, to take effect immediately.
• SB 283 (Gonzalez) This bill prohibits, on and after January 1, 2023, a life or disability insurance insurer from considering an applicant’s occupation in determining whether to require an HIV test and clarifies the length of time that one may be imprisoned for a misdemeanor conviction for willful, negligent, or malicious disclosure of HIV test results to a third party. act to amend Sections 799.03, 799.05, and 799.10 of, and to repeal Section 799.08 of, the Insurance Code, relating to insurance.
• SB 334 (Durazo) This bill imposes liability, auto, and umbrella insurance requirements on for-profit, private detention facilities that house criminal and civil detainees, and prohibits them from self-insuring workers’ compensation coverage. This bill also provides that an insurer shall require the facility to comply with specified operating standards, and to provide the insurer and Insurance Commissioner with an initial compliance report and annual updates. act to add Section 679.75 to the Insurance Code, and to add Section 9506 to the Penal Code, relating to detention facilities.
• SB 655 (Bradford) This bill promotes greater diversity in California’s insurance industry through three mechanisms: 1) Increases the number of California insurance companies that must report to the California Department of Insurance (CDI) every two years regarding supplier and governing board diversity by lowering the reporting threshold for participation in the supplier diversity and governing board diversity survey to include insurers that write at least $75 million in California premiums; 2) Clarifies what insurance companies must include in that report with respect to their policies or goals to increase board diversity; and, 3) Encourages California insurers participating in the California Organized Investment Network (COIN) to consider utilizing diverse investment managers. act to amend Sections 926, 926.1, 927, 927.2, and 927.3 of the Insurance Code, relating to insurance.
