• AB 481 (Chiu) Establishes requirements that must be met before a law enforcement agency may take a number of specified actions related to the acquisition and use of military equipment. act to add Chapter 12.8 (commencing with Section 7070) to Division 7 of Title 1 of the Government Code, relating to military equipment.

• AB 496 (Chen) This bill authorizes a crematory to cremate the remains of a person who was a member of a branch of the United States military with a single American flag, and exempts a crematory who includes a United States flag in a cremation under this purpose from the recordkeeping requirements for cremation of a United States flag. act to amend Section 8344.5 of the Health and Safety Code, relating to crematories.

• AB 1352 (Chau) This bill authorizes the Military Department to perform an independent security assessment (ISA) of a local educational agency (LEA) or school site, at the request and expense of the LEA. act to amend Section 11549.3 of the Government Code, relating to information security.

• AB 1574 (Committee on Jobs, Economic Development, and the Economy) This bill, the Leveraging State Procurement for an Inclusive Economic Recovery Act of 2021, makes various changes to California’s certified small and microbusiness, Disabled Veteran Business Enterprise (DVBE), and Target Area Contract Preference Act (TACPA) programs, including enhancing the promotion of procurement programs, authorizing specified public entities to bring a civil action for a violation involving a knowingly fraudulent representation, and expanding and clarifying the TACPA. act to amend Sections 4532, 4533, 4533.1, 4534, 4535.2, 12098.3, 14838, 14842.5, 14845, and 14846 of the Government Code, and to amend Sections 999.5, 999.9, 999.10, 999.11, and 999.12 of the Military and Veterans Code, relating to public contracts.

• SB 352 (Eggman) This bill establishes that an offense of sexual harassment by a member of the active militia is punishable by specified military proceedings or by a court-martial, requires the California Military Department (CMD) to report aggregate annual statistics regarding the prevalence of sexual harassment, and clarifies that crimes (including sexual crimes) committed while on active duty are not protected from civil or criminal liability. act to amend Sections 58 and 392 of, and to add Section 475 to, the Military and Veterans Code, relating to the military.

• SB 614 (Archuleta) This bill specifies an agreement between the California Military Department (CMD) and a nonprofit military or veteran foundation to conduct CMD Support Fund activities may be in the form of a memorandum of agreement (MOA), and authorizes the CMD to expend money in the CMD Support Fund for the sole purpose of supporting CMD Support Fund activities if that money was donated for those purposes. act to amend Section 412.5 of the Military and Veterans Code, relating to the military, and making an appropriation therefor.

• SB 661 (Newman) This bill authorizes the California Department of Veterans Affairs (CalVet) to refinance existing CalVet Home Loan Program mortgages under specified conditions, authorizes the Secretary of Veterans Affairs (Secretary of CalVet) to delegate specified duties to a proxy, qualifies additional service members for the Home Loan Program, modifies definitions for specified properties to meet CalVet standards and makes other technical and conforming changes. act to amend Sections 78, 980, 987.50, 987.53, 987.56, 987.57, 987.59, 987.60, 987.62, 987.65, 987.655, 987.67, 987.71, and 987.85 of, to repeal Section 987.61 of, and to repeal Article 3 (commencing with Section 985) of Chapter 6 of Division 4 of, the Military and Veterans Code, relating to veterans.
