• AB 3 (Fong) Permits, but does not require, a court to suspend a person’s driver’s license for a period of 90 days to six months, if they are convicted of engaging in, or aiding and abetting, a motor vehicle exhibition of speed. act to amend Sections 13352 and 23109 of the Vehicle Code, relating to vehicles.

• AB 43 (Friedman) Grants the California Department of Transportation (Caltrans) and local authorities greater flexibility in setting speed limits based on recommendations the Zero Traffic Fatality Task Force (Task Force) made in January 2020. act to amend Sections 627, 21400, 22352, 22354, 22358, and 40802 of, and to add Sections 22358.6, 22358.7, 22358.8, and 22358.9 to, the Vehicle Code, relating to traffic safety.

• AB 174 (Committee on Budget) This trailer bill contains changes necessary to implement the 2021 Budget Act related to transportation. act to amend Sections 1656, 1663, 1666, 12800, 12802, 13000, 15632, 16508, and 34507.5 of, and to amend, repeal, and add Section 12814.5 of, the Vehicle Code, relating to vehicles, and making an appropriation therefor, to take effect immediately, bill related to the budget.

• AB 232 (Gallagher) This bill limits California’s recognition of off-highway vehicle registration by other states to those states which reciprocally recognize California’s off-highway vehicle registration. act to amend Section 38010 of the Vehicle Code, relating to vehicles.

• AB 302 (Ward) Expands the ability of the San Diego Metropolitan Transit System (MTS) to enter into contracts to license or regulate certain transportation services. act to amend Sections 120266, 120267, and 120269 of the Public Utilities Code, relating to transportation.

• AB 398 (Fong) Limits Department of Motor Vehicles’ (DMV) ability to recover costs for document requests to the actual cost of providing such documents. act to amend Section 1810 of the Vehicle Code, relating to the Department of Motor Vehicles.

• AB 591 (Villapudua) This bill authorizes an officer to issue a fix-it ticket in cases involving certain existing violations pertaining to vessels. act to amend Section 40303.5 of the Vehicle Code, relating to vessels.

• AB 744 (Rodriguez) This bill authorizes the California Transportation Commission (CTC) to relinquish to the City of Ontario all or a portion of State Route 83 within the city’s jurisdiction. act to amend Section 383 of the Streets and Highways Code, relating to state highways.

• AB 773 (Nazarian) Authorizes local authorities to implement a slow streets program to close or limit access to vehicular traffic on certain neighborhood local streets. act to amend Section 21101 of the Vehicle Code, relating to streets.

• AB 784 (Quirk) Makes numerous changes to the provisions governing the Alameda-Contra Costa Transit District (AC Transit). act to amend Sections 24535, 24865, 24931, 24932, 24937, 24938, 25331, 25333, 25813, and 26210.5 of, to repeal Section 24933 of, to repeal and add Sections 24826 and 24935 of, and to repeal and add Chapter 2 (commencing with Section 24561) of Part 1 of Division 10 of, the Public Utilities Code, relating to transportation.

• AB 807 (Grayson) Increases the bar pilotage rate, as specified, adds new temporary movement fees for cost recovery related to maintenance and capital improvement costs, and makes various changes to the Board of Pilot Commissioners (Board) catastrophic cost recovery process. act to amend Sections 1170.1 and 1190 of, to add Sections 1190.2 and 1190.3 to, and to add and repeal Sections 1190.4 and 1190.5 of, the Harbors and Navigation Code, relating to bar pilots, making an appropriation therefor, and declaring the urgency thereof, to take effect immediately.

• AB 811 (Luz Rivas) Eliminates a required finding and two-thirds vote that the Los Angeles County Metropolitan Transportation Authority (LA Metro) must make before entering into specified contracts. act to amend Section 130242 of the Public Utilities Code, relating to transportation.

• AB 901 (Calderon) This bill makes a variety of changes to the law regulating rental car companies. act to amend Sections 1939.09, 1939.19, and 1939.31 of the Civil Code, relating to rental passenger vehicle transactions.

• AB 917 (Bloom) Authorizes all public transit operators to install automated forward-facing parking control devices on transit vehicles for the purposes of enforcing parking violations occurring in transit-only traffic lanes and at transit stops until January 1, 2027. act to amend, repeal, and add Sections 40240 and 40241 of, and to repeal and add Section 40240.5 of, the Vehicle Code, relating to vehicles.

• AB 955 (Quirk) Establishes additional requirements for the Department of Transportation (Caltrans) when it reviews an application for an encroachment permit for a broadband facility. act to amend Section 671.5 of the Streets and Highways Code, relating to highways.

• AB 974 (Luz Rivas) Requires persons under the age of 18 to wear a helmet while riding an equestrian animal and for all riders to have reflective gear. act to add Article 8 (commencing with Section 21300) to Chapter 1 of Division 11 of the Vehicle Code, relating to equestrian safety.

• AB 1157 (Lee) This bill extends the deadline for local transportation agencies reporting specified information to the State Controller’s Office (SCO), extends the date the SCO is required to make the information publically available, and provides the SCO additional time to make certain transfers of funding. act to amend Sections 99243 and 99243.5 of the Public Utilities Code, and to amend Section 2103 of the Streets and Highways Code, relating to transportation.

• AB 1196 (Cooley) This bill changes the voting structure of the Sacramento Region Transit District (SacRT) Board of Directors. act to amend Sections 102100.3, 102100.6, and 102100.10 of, to add Section 102105.2 to, and to repeal Sections 102105.1 and 102206 of, the Public Utilities Code, relating to transportation.

• AB 1337 (Lee) Extends the authority of the San Francisco Bay Area Rapid Transit District (BART) to issue prohibition orders to include the property, facilities, and vehicles upon which it owes policing responsibilities to a local government, and expands current law to make entering or remaining on those properties without permission a misdemeanor. act to amend Section 369i of the Penal Code, and to amend Sections 99170 and 99171 of, and to add Section 99580.5 to, the Public Utilities Code, relating to transportation.

• AB 1374 (Mullin) Requires the language on a driver’s license (DL) application regarding enrollment in the Donate Life California Organ and Tissue Donor Registry to reflect mutually agreed upon language between the Department of Motor Vehicles (DMV) and Donate Life California. act to amend Section 7150.90 of the Health and Safety Code, to amend Section 367f of the Penal Code, and to amend Sections 12811, 12811.1, 13005, and 14901.1 of, and to add Section 12811.3 to, the Vehicle Code, relating to driver’s licenses.

• AB 1499 (Daly) This bill extends the sunset date from January 1, 2024 to January 1, 2034 for California Department of Transportation (Caltrans) and regional transportation agencies (RTPAs) to use the design-build procurement method for transportation projects in California. act to amend Section 6829 of, and to add Section 6826.5 to, the Public Contract Code, and to amend Section 91.2 of the Streets and Highways Code, relating to transportation.

• SB 69 (McGuire) This bill reorganizes the North Coast Rail Authority (NCRA) into the Great Redwood Trail Agency (GRTA), transfers its authority related to rail and freight to the Sonoma-Marin Area Rail Transit District (SMART), and establishes GRTA’s new mission of developing the Great Redwood Trail. act to amend Sections 93010 and 93025 of, to amend the heading of Title 12 (commencing with Section 93000) of, to amend, repeal, and add Sections 93000, 93004, 93005, 93011, 93020, and 93021 of, to add Sections 93024 and 93026 to, to add Chapter 4 (commencing with Section 93030) to Title 12 of, to add and repeal Section 93027 of, to repeal Sections 93003, 93012, and 93030 of, and to repeal and add Section 93022 of, the Government Code, and to amend Sections 105001, 105003, and 105032 of, to add and repeal Section 105088 of, and to repeal Section 105180 of, the Public Utilities Code, relating to transportation.

• SB 79 (Nielsen) This bill allows Glenn County and Colusa County to make the county director of public works responsible for the county road commissioner’s duties, regardless of whether the director is a civil engineer. act to add Sections 2006.3 and 2006.4 to the Streets and Highways Code, relating to county roads, and declaring the urgency thereof, to take effect immediately.

• SB 214 (Bates) Existing law authorizes Orange County, until January 1, 2022, to establish a neighborhood electric vehicle transportation plan for the Ranch Plan Planned Community, also known as Rancho Mission Viejo. This bill makes the authorization permanent. act to repeal Section 1965.7 of the Streets and Highways Code, relating to neighborhood electric vehicles.

• SB 231 (McGuire) This bill authorizes the California Department of Transportation (Caltrans) to transfer the Blues Beach property in Mendocino County to a qualified non-profit corporation organized by one or more California Native American Tribes for the purposes of environmental protection, including the protection of Native American cultural resources. act to add Section 118.9 to the Streets and Highways Code, relating to the Department of Transportation.

• SB 287 (Grove) This bill authorizes specified drivers to tow heavier trailers under specified conditions. act to amend, repeal, and add Sections 12804.9 and 12804.12 of the Vehicle Code, relating to vehicles.

• SB 333 (Eggman) This bill makes changes to the contracting requirements for the San Joaquin Regional Transit District (RTD). act to amend Section 20251 of the Public Contract Code, relating to public contracts.

• SB 339 (Wiener) This bill extends the Road Usage Charge Technical Advisory Committee until January 1, 2027 and requires the state Transportation Agency to implement a pilot program to test a road usage charge as specified. act to amend Section 3093 of, and to add Section 3092.5 to, the Vehicle Code, relating to vehicles.

• SB 366 (Umberg) This bill reconstitutes the Vehicle Dismantling Industry Strike Team (VDIST) and implements several of the recommendations from the VDIST’s 2020 report to the Legislature. act to amend Section 11500 of, to add and repeal Section 11545 of, and to repeal Section 1662 of, the Vehicle Code, relating to vehicle dismantling.

• SB 372 (Leyva) This bill requires the California Pollution Control Financing Authority (CPCFA) to establish a program to make financing tools and nonfinancial supports available to the operators of medium- and heavy-duty vehicle fleets to enable those operators to transition their fleets to zero-emission vehicles (ZEVs). act to add Article 4 (commencing with Section 44274.10) to Chapter 8.9 of Part 5 of Division 26 of the Health and Safety Code, relating to vehicles.

• SB 500 (Min) This bill requires, commencing January 1, 2030, to the extent authorized by federal law, any autonomous vehicle of model year of 2031 or later and a gross vehicle weight rating of less than 8,501 pounds shall only be operated if it is a zero-emission vehicle. act to amend Section 38750 of the Vehicle Code, relating to vehicles.

• SB 548 (Eggman) Designates the Tri-Valley-San Joaquin Valley Regional Rail Authority (Authority) as a rail transit district for limited purposes and authorizes it to operate transit connectivity between the Bay Area Rapid Transit’s (BART) system and the Altamont Corridor Express (ACE) commuter rail service. act to amend Sections 132652 and 132661 of the Public Utilities Code, relating to transportation.

• SB 570 (Wieckowski) This bill species that certain vehicle equipment requirements that apply to traditional vehicles do not apply to autonomous vehicles. act to amend Sections 24011.3, 24017, 24408, 24603, 26700, 26706, 26709, 26712, and 27150 of the Vehicle Code, relating to vehicles.

• SB 589 (Hueso) This bill expands the types of projects eligible for funding from the Alternative and Renewable Fuel and Vehicle Technology Program (ARFVTP) to include projects that develop in-state supply chains and the workforce for raw materials and components needed for zero-emission vehicle (ZEV) manufacturing. This bill expands the groups the California Energy Commission (CEC) must consult as part of ARFVTP workforce development efforts to include the California Conservation Corps, local Conservation Corps, the California Mobility Center, and the California Community Colleges. This bill also incorporates workforce development as a resource the CEC must evaluate part of its regular assessment of resources needed to meet state ZEV deployment goals. act to add Section 44272.2 to the Health and Safety Code, and to amend Section 25229 of the Public Resources Code, relating to air pollution.

• SB 598 (Pan) This bill gives exclusive employee organizations the option of transferring jurisdiction over unfair labor practices for their represented bargaining units within the Sacramento Regional Transit District (SacRT) from the judicial system to the Public Employee Relations Board (PERB). act to amend Sections 102400, 102401, 102402, and 102403 of, to add Sections 102398, 102399, 102411, 102412, 102413, 102414, 102415, 102416, 102417, and 102418 to, and to repeal and add Sections 102404, 102405, 102406, 102407, 102408, 102409, and 102410 of, the Public Utilities Code, relating to public employment.

• SB 629 (Roth) This bill changes the eligibility criteria for a state prison inmate to be issued a state identification (ID) card upon release. act to amend Section 3007.05 of the Penal Code, and to amend Section 14902 of the Vehicle Code, relating to identification cards.

• SB 640 (Becker) This bill authorizes two or more eligible cities, or one or more cities and a county, to propose a project be jointly funded with their respective local streets and roads (LSR) apportionments, which are continuously appropriated each year from the Road Maintenance and Rehabilitation Account (RMRA). The bill requires any party to such a jointly funded project endorse the project and funding through a memorandum of understanding (MOU), and requires the MOU to identify the project’s lead agency and describe each party’s contribution to the project. act to amend Section 2034 of the Streets and Highways Code, relating to transportation.

• SB 643 (Archuleta) This bill requires the California Energy Resources Conservation and Development Commission (CEC) to prepare a statewide assessment of the fuel cell electric vehicle fueling infrastructure and fuel production needed to support the adoption of zero-emission trucks, buses, and off-road vehicles. act to add and repeal Section 43871 of the Health and Safety Code, relating to air pollution.

• SB 671 (Gonzalez) This bill requires the California Transportation Commission (CTC), in coordination with other state agencies, to develop a Clean Freight Corridor Efficiency Assessment and incorporate the recommendations into their respective programs for freight infrastructure; and codifies existing CTC guidelines for eligible projects for the Trade Corridor Enhancement Program (TCEP). act to amend Section 13978.8 of, and to add Sections 14517 and 65072.5 to, the Government Code, and to amend Section 2192 of the Streets and Highways Code, relating to transportation.

• SB 814 (Committee on Transportation) This bill, the Senate Transportation Committee omnibus bill, makes non-controversial changes to existing transportation law. act to amend Sections 231, 407.5, 467.5, 9250.14, 24252, 25351, 26103, 27900, 29004, 34505.1, and 34505.7 of the Vehicle Code, relating to transportation.
