• SB 239 (Committee on Banking and Financial Institutions) This bill reduces, from 110% of the amount deposited, to 100% of the amount deposited, the required value of a Federal Home Loan Bank (FHLB) letter of credit that a credit union or a savings and loan association may use as security for a deposit of state funds by the State Treasurer into that credit union or savings and loan association and authorizes the State Treasurer to invest surplus state funds in money market mutual funds, as specified. act to amend Sections 16430, 16522, and 16612 of the Government Code, relating to government finance.

• SB 270 (Durazo) This bill authorizes public employee unions to file a special unfair labor practices charge before the Public Employment Relations Board (PERB) against public employers that fail to comply with existing law requiring disclosure of employee information to public employee unions. This bill requires PERB to levy a civil penalty not to exceed $10,000 if the employer is in violation of the disclosure requirements. PERB shall award the prevailing parties’ attorneys’ fees and costs, as specified, and shall also receive its own attorneys’ fees and costs, as specified, if required to seek enforcement of or defend its decisions in superior court. act to amend Section 3558 of the Government Code, relating to public employment.

• SB 274 (Wieckowski) Requires local agencies to provide local agency meeting materials by email to persons who request it, if technologically feasible. act to amend Section 54954.1 of the Government Code, relating to local government.

• SB 278 (Leyva) This bill provides that, when a retiree’s California Public Employees’ Retirement System (CalPERS) pension is reduced post-retirement, due to the inclusion of compensation agreed to under a collective bargaining agreement that is later determined to be nonpensionable, the public employer must cover the difference between the pension as originally calculated and as reduced by CalPERS. act to add Section 20164.5 to the Government Code, relating to public employees’ retirement.

• SB 294 (Leyva) This bill requires the California State Teachers’ Retirement System (CalSTRS) and the California Public Employees’ Retirement System (CalPERS) to credit their school members who are certificated or classified school employees of a K-12 or California community college (CCC) district (including a county office of education) with retirement service credit for the member’s service as an elected public employee union officer, as specified. This bill requires the appropriate union to reimburse the school employer, as specified. Current law limits such credit for school members to 12 years. This bill eliminates the 12-year cap and provide service credit retroactively, similar to treatment of such service for other public employees. act to amend Sections 22711, 44987, 45210, 87768.5, and 88210 of the Education Code, and to amend Section 20906 of the Government Code, relating to public retirement, and making an appropriation therefor.

• SB 297 (Durazo) This bill increases penalties for operators or excavators who cause damage to a gas or hazardous liquid pipeline subsurface installation that results in the escape of any flammable, toxic or corrosive gas or liquid, as specified. act to amend Section 4216.6 of the Government Code, relating to subsurface installations.

• SB 319 (Melendez) Expands the scope of audits local agencies must prepare if they fail to comply with reporting provisions of the Mitigation Fee Act. act to amend Section 66023 of the Government Code, relating to land use.

• SB 378 (Gonzalez) This bill requires local governments to allow fiber installers to use microtrenching as a method for installing fiber unless the local government makes a specified finding that permitting microtrenching would adversely impact public health and safety. act to add Section 65964.5 to the Government Code, relating to local government.

• SB 411 (Cortese) This bill grants discretionary authority to the California Public Employee’s Retirement System (CalPERS) to reinstate a retiree to active membership if they work more than the 960-hour-per-fiscal-year limit, under current law, in CalPERS-covered positions. The bill also allows CalPERS discretion in addressing violations of this rule in a manner that does not impose harsh financial penalties on retirees. act to amend Sections 21202 and 21220 of the Government Code, relating to public employees’ retirement.

• SB 427 (Eggman) Allows water agencies and districts to adopt an ordinance with enhanced penalties for water theft. act to add Section 53069.45 to the Government Code, relating to local government.

• SB 431 (Rubio) Authorizes the Landscaping and Lighting District of the City of West Covina to perform maintenance and make improvements pursuant to the Landscaping and Lighting Act of 1972 (1972 Act). act relating to street lighting.

• SB 501 (Wieckowski) Extends the conditions under which certain injured parties who are minors or who are physically or mentally incapacitated are entitled to have their applications to file untimely claims against public entities granted. act to amend Sections 911.6 and 946.6 of the Government Code, relating to governmental liability.

• SB 631 (Portantino) This bill, introduced pursuant to the California Victim Compensation Board (VCB) determinations and required to be authored by one of the Appropriations Committee Chairs, appropriates $1,165,920 to the Executive Officer of the VCB for the payment of an erroneous conviction claim for William Richards. act relating to state claims, making an appropriation therefor, and declaring the urgency thereof, to take effect immediately.

• SB 634 (Committee on Labor, Public Employment and Retirement) This bill makes technical, non-substantive amendments to clean up and clarify specified portions of the Education and Government Codes regulating the California State Teachers’ Retirement System (CalSTRS), the California Public Employees’ Retirement System (CalPERS), and the County Employees Retirement Law of 1937 (37 Act or CERL) retirement systems. act to amend Sections 22011, 22302, 22802, 24204, and 26804 of the Education Code, and to amend Sections 20309, 20320, 20322, 20324, 22820, 31530, 31565.5, 31680.2, 31680.3, 31732, and 31781.2 of, and to add Section 21499.1 to the Government Code, relating to retirement.
