• AB 856 (Maienschein) Establishes the COVID-19 Youth Health Information Act and requires the California Department of Education (CDE) to post information on its website information related to the safe return of pupils to exercise and physical activity after testing positive for COVID-19. act to add and repeal Article 13.3 (commencing with Section 33477) of Chapter 3 of Part 20 of Division 2 of Title 2 of the Education Code, relating to pupil health, and declaring the urgency thereof, to take effect immediately.
• AB 890 (Cervantes) This bill requires the California Public Employees’ Retirement System (CalPERS) and the California State Teachers’ Retirement System (CalSTRS) to each produce and submit an annual report on the participation of emerging managers or diverse managers under contract with each respective fund to manage pension fund assets. act to add and repeal Section 22228 of the Education Code, and to add and repeal Section 20136 of the Government Code, relating to public retirement systems.
• AB 914 (Akilah Weber) Modifies the requirements of an existing report the California State University (CSU) Chancellor’s Office annually submits to the Legislature to include additional elements pertaining to freshmen student placement in CSU courses; changes the existing annual report deadline from February 1 to April 1; and eliminates an interim report currently due December 15 of each year. act to amend Section 66015.12 of the Education Code, relating to public postsecondary education.
• AB 927 (Medina) Authorizes the Board of Governors (BOG) of the California Community Colleges (CCC) to establish permanent district baccalaureate degree programs, as specified. act to amend Sections 78040, 78041, and 78042 of, to amend the heading of Article 3 (commencing with Section 78040) of Chapter 1 of Part 48 of Division 7 of Title 3 of, and to repeal and add Section 78043 of, the Education Code, relating to public postsecondary education.
• AB 928 (Berman) Requires the California State University (CSU) and University of California (UC) to jointly establish a singular lower division general education (GE) pathway for transfer admission into both segments; requires California Community Colleges (CCC) to place students who declare a goal of transfer on an Associate Degree for Transfer (ADT) pathway for their intended major; and establishes the ADT Intersegmental Implementation Committee (ADT IIC) to serve as the primary entity charged with oversight of the ADT. act to add, repeal, and add Section 66749.8 of the Education Code, relating to postsecondary education.
• AB 945 (Ramos) This bill establishes a task force to, among other things, develop recommendations for best practices, protocols, proposed legislation, and other policies that will address how to comprehensively implement all aspects of a student’s authority to wear traditional tribal regalia or recognized objects of religious or cultural significance as an adornment at school graduation ceremonies, as specifically authorized by existing law. act to add and repeal Section 35183.2 of the Education Code, relating to pupils.
• AB 1002 (Choi) This bill requires the California State University (CSU) Chancellor’s Office, in collaboration with the CSU Academic Senate, and requests the University of California (UC), by September 1, 2022, to develop a consistent policy for awarding course credit for prior military education, training, and service, as specified. act to amend Section 66025.71 of the Education Code, relating to postsecondary education.
• AB 1055 (Ramos) Revises the definition of students in foster care for purposes of the Local Control Funding Formula (LCFF) and for purposes of specified educational rights of students in foster care, to include those students subject to a voluntary placement agreement and by eliminating the requirement that a dependent child of the court of an Indian tribe also meet the definition of a dependent child of a county court. act to amend Sections 42238.01, 48850, 48853.5, 49069.5, 49085, and 51225.2 of the Education Code, relating to foster youth.
• AB 1111 (Berman) Requires, by July 1, 2024, the California Community Colleges (CCC) adopt, at all community colleges and for each community college campus catalog, a common course numbering system (C-ID). It further requires the common course numbering system to be student-facing and ensure that comparable courses across all community colleges have the same course number. act to add Section 66725.5 to the Education Code, relating to postsecondary education.
• AB 1113 (Medina) Establishes a tuition and fee waiver at campuses of the California Community Colleges (CCC), the California State University (CSU), and the University of California (UC) for spouses and dependents of doctors, nurses, and first responders who died from COVID-19 during the California COVID-19 pandemic state of emergency and were either employed or contracted to provide medical services during the COVID-19 pandemic. act to amend Sections 68120.7 and 76300 of, and to add Section 68120.3 to, the Education Code, relating to public postsecondary education.
• AB 1326 (Arambula) Requires a county human services agency to designate at least one employee as a staff liaison to serve as a contact for academic counselors and other professional staff at a campus of an institution of public higher education within the county to provide information on available public social services; additionally, requires the agency to develop protocols for engagement between the staff liaison and a campus of an institution of public higher education. act to add and repeal Section 66027.9 of the Education Code, and to add Section 10006 to the Welfare and Institutions Code, relating to public social services.
• AB 1363 (Luz Rivas) Requires the Superintendent of Public Instruction (SPI) to develop procedures for providers to identify and report data on dual language learners (DLLs) enrolled in the California State Preschool Program (CSPP). act to amend Section 8203 of, and to add Section 8241.5 to, the Education Code, relating to preschool.
• AB 1377 (McCarty) Requires the California State University (CSU), and requests the University of California (UC), to conduct a student housing needs assessment, by campus, and create a student housing plan outlining how they will meet their projected student housing needs. act to add Chapter 4.2 (commencing with Section 66220) to Part 40 of Division 5 of Title 3 of the Education Code, relating to student housing.
• AB 1383 (Carrillo) This bill specifies that a community college employer should complete its investigation of an employee’s accused misconduct within 90 working days of placing the employee on involuntary paid administrative leave. act to amend Section 87623 of the Education Code, relating to community colleges.
• AB 1550 (Luz Rivas) This bill requires the University of California (UC) to maintain the union status of a position classification that UC transfers to the Academic Senate (AS). act to amend Section 3579 of the Government Code, relating to higher education labor relations.
• SB 14 (Portantino) An act to amend Section 48205 of, and to add Section 49428.15 to, the Education Code, relating to pupil health, and declaring the urgency thereof, to take effect immediately. act to amend Section 48205 of, and to add Section 49428.15 to, the Education Code, relating to pupil health, and declaring the urgency thereof, to take effect immediately.
• SB 26 (Skinner) This bill expands the existing authority for a collegiate student athlete to receive compensation to also include compensation earned from the use of the student’s athletic reputation, and moves up the implementation date of existing statutes relative to compensation earned from the use of a student athlete’s name, image, or likeness. act to amend Section 67456 of the Education Code, relating to collegiate athletics, and declaring the urgency thereof, to take effect immediately.
• SB 97 (Roth) This bill requires the California Department of Education (CDE) to develop type 1 diabetes (T1D) informational materials for the parents and guardians of pupils, and requires school districts, county offices of education, and charter schools to make those informational materials accessible to the parents and guardians of pupils on and after January 1, 2023. act to add Section 49452.6 to the Education Code, relating to pupil health.
• SB 169 (Committee on Budget and Fiscal Review) This bill makes necessary changes to implement the higher education provisions of the Budget Act of 2021. act to amend Sections 10860, 60900, 60900.5, 69400, 69432, 69432.9, 69433.9, 69617, 69996.9, and 70022 of, and to add Chapter 18.5 (commencing with Section 17200) to Part 10 of Division 1 of Title 1 of the Education Code, relating to postsecondary education, and making an appropriation therefor, to take effect immediately, bill related to the budget.
• SB 224 (Portantino) This bill requires schools that offer one or more courses in health education to pupils in middle school or high school to include in those courses instruction in mental health, as specified. act to add Article 6 (commencing with Section 51925) to Chapter 5.5 of Part 28 of Division 4 of Title 2 of the Education Code, relating to pupil instruction.
• SB 254 (Borgeas) Designates and sets apart September 11 of each year as September 11th Remembrance Day, a day having special significance, and encourages each public elementary and secondary school to observe a moment of silence at an appropriate time while school is in session. act to add Section 37222.21 to the Education Code, relating to public schools.
• SB 330 (Durazo) This bill requires the Los Angeles Community College District (LACCD) to develop a pilot program to provide affordable housing to students or employees of LACCD. This bill further allows, for purposes of developing affordable housing, LACCD to enter into agreements with nonprofit or private entities to lease real property under certain conditions. act to add and repeal Article 17 (commencing with Section 81560) of Chapter 2 of Part 49 of Division 7 of Title 3 of the Education Code, relating to community colleges.
• SB 363 (Leyva) This bill, beginning January 1, 2023, conditions the existing exemption for Boys State and Girls State conferences from sex discrimination statutes on the provision of substantially similar access and opportunities for participants. act to amend, repeal, and add Section 224 of the Education Code, relating to educational equity.
• SB 400 (Jones) This bill requires, pursuant to federal law, local educational agency (LEA) liaisons for homeless youth to ensure the identification of homeless youth trough outreach and coordination activities, and ensure homeless youth receive referrals for health and other services. act to amend Section 48852.5 of, and to add Section 48851.5 to, the Education Code, relating to homeless children and youths.
• SB 436 (Dahle) This bill removes the sunset date of provisions in current law, which authorizes Lake Tahoe Community College (LTCC) to waive non-resident tuition fees and claim apportionment for a limited number of students that reside in the Nevada communities of the Lake Tahoe Basin, thereby making the authorization permanent. act to amend and repeal Section 76140 of the Education Code, relating to community colleges.
• SB 442 (Newman) Authorizes a county committee on school district organization (county committee) to approve a proposal to establish trustee areas for the governing board of a community college district or a school district, including a school district whose governing board is provided for in a city’s charter, without a vote of the district’s electorate. act to amend Sections 5019, 5020, 5021, 5025, and 72036 of the Education Code, relating to school districts and community college districts.
• SB 488 (Rubio) This bill requires the Commission on Teacher Credentialing (CTC) to ensure, by July 1, 2025, that an approved teaching performance assessment (TPA) for a preliminary multiple subject credential and a preliminary education specialist credential assesses all candidates for competence in instruction in literacy, revises the definition of literacy instruction for purposes of teacher preparation and requires the CTC to ensure that its standards for program quality and effectiveness align to this definition, and provides an alternate means of meeting the current reading instruction competence assessment (RICA) for some credential candidates affected by COVID-19 test center closures. act to amend Sections 44252.6, 44259, 44283, and 44468 of, to add Sections 44259.6, 44259.7, 44283.3, and 44320.3 to, and to repeal Section 44268.5 of, the Education Code, relating to teacher credentialing.
• SB 512 (Min) This bill expands eligibility for priority enrollment for current and former foster youth at the University of California (UC), California State University (CSU), and California Community Colleges (CCC), and expands eligibility for a student support program for current and former foster youth at the CCCs. act to amend Sections 66025.9, 79220, 79222, and 79225 of the Education Code, relating to public postsecondary education.
• SB 701 (Committee on Education) This bill makes various non-controversial and technical changes to the Education Code as it pertains to higher education. act to amend Sections 68075.7, 89705, 89706, and 89707 of the Education Code, and to amend Section 14673 of the Government Code, relating to public postsecondary education.
• SB 722 (Melendez) This bill requires a school district or charter school, if it elects to host or sponsor an event that is in or around a swimming pool, to have at least one adult with a valid certification of cardiopulmonary resuscitation (CPR) training to be present throughout the duration of the event. act to amend Section 35179.6 of the Education Code, relating to pupil safety.
• SB 737 (Limón) This bill modifies and expands criteria for which the California Student Aid Commission (Commission) may apportion funds to support projects under the California Student Opportunity and Access program (Cal-SOAP). This bill additionally expands duties and responsibilities of funded projects. act to amend Sections 69560, 69561, and 69564 of, to amend the heading of Article 4 (commencing with Section 69560) of Chapter 2 of Part 42 of Division 5 of Title 3 of, to add Section 69560.5 to, and to repeal Section 69565 of, the Education Code, relating to student financial aid.
• SB 802 (Roth) This bill makes various changes to the California Private Postsecondary Education Act of 2009 (Act) intended to improve the effectiveness of the Bureau for Private Postsecondary Education (BPPE or the Bureau) and opportunities for student success, and extends BPPE operations for one year. act to amend Sections 94827, 94837, 94857, 94874, 94880, 94885.1, 94885.5, 94889, 94894, 94937, and 94950 of the Education Code, relating to private postsecondary education, and making an appropriation therefor.
