Charles B. Oppenheim is recognized for his expertise in anti-kickback, Stark Law, health care gainsharing, pay-for-performance and clinical co-management agreements. He advises health care provider clients on anti-kickback and Stark Law matters and serves as an expert in arbitration and litigation for civil and criminal proceedings.

Oppenheim's clients include major health care companies and hospital systems in the United States. Notably, he acted as an expert witness providing testimony on Stark Law and the federal anti-kickback statute on behalf of Reed Smith LLP and the Baylor Health Care System. United States of America ex rel Mitchell J. Magee, et al. v. Texas Heart Hospital of the Southwest, LLP, et al., 4:16-CV-00717 (E.D. Tex., filed Sept. 16, 2016).

In recent years, he has served as regulatory counsel on significant matters such as Privia Health's acquisition of BASS Management Services Organization and its strategic alignment agreement with Novant Health. These transactions have far-reaching implications in the health care industry, creating effective alignments and potentially inspiring future collaborative models.

"The primary challenge in the matters identified above is navigating the complex interplay of various health care regulatory frameworks to achieve the client's objectives without creating undue compliance risk," Oppenheim said.

"The country has made a lot of progress over the past 10-15 years in expanding the portion of the population that has access to health care, and in making the delivery of health care more value-driven by devoting resources to keeping people well instead of just treating them when they're sick, and by managing chronic conditions," he added. "However, much more needs to be done to build on that progress by continuing to expand access to care, manage and coordinate care more effectively and address inequities that adversely impact the social determinants of health for too many people."

Apart from his legal practice, Oppenheim donates his time and expertise to help Los Angeles-area families with foster child adoptions and has been involved with the Accelerated School as a member of the board of trustees and chair of the finance committee.

As an author, Oppenheim's book, "The Stark Law: Comprehensive Analysis + Practical Guide," is considered a definitive source for navigating complex Stark Law issues.
