The United States has sent somewhat mixed messages when it comes to an Israeli company's surveillance technology. In November, the U.S. Department of Commerce added the company, NSO Group, to the so-called Entity List, which identifies foreign businesses acting in ways that contradict U.S. national security or foreign policy interests. Meanwhile, the FBI had purchased NSO's technology and apparently considered using it until as recently as last summer.
