SANTA ANA - In the very serious cases that the Orange County Superior Court long-cause felony panel handles, there's usually not much room for a judge to work out a plea agreement.

But Judge Richard F. Toohey tries when he can. "The judges sometimes need to be proactive," Toohey said.
