CHULA VISTA - Michael S. Groch wasn't eager to switch from prosecuting street crime to cyber crime. The year was 1999, and he was working as a San Diego County deputy district attorney focused on gang violence - an assignment he relished.
So when his boss, then-District Attorney Paul J. Pfingst, asked him to start what would become a trail-blazing high-tech crimes task force, Groch had misgivings.
