SANTA MONICA - For years, Arnold Mednick delighted hospitalized children with his gift for sleight of hand.

He can't always pull a rabbit out of the hat, however, for some of the youngsters who appear before him in Los Angeles County Superior Court. Like other informal juvenile court referees, his authority is limited.
