SAN JOSE - William J. Elfving recalls that when he first stared out serving as a Santa Clara County Superior Court judge that he had a list of courtroom rules for practitioners to follow.
As he closes in on 18 years on the bench, Elfving has dispelled with the written edicts and adopted a more open-ended approach.
