LOS ANGELES - Lee Smalley Edmon has an enviable position at an unenviable time.

One week into her new job as presiding judge of Los Angeles County Superior Court - as the first woman to hold the title - Gov. Jerry Brown proposed a budget containing $200 million in cuts to the state court system.
