SANTA ROSA - A pivotal moment in Nancy Case Shaffer's career came in 2003 when her longtime law partners were making plans to expand the firm's civil practice.
As a shareholder in what was then known as Beyers, Costin & Case, she knew the ambitious plan would require a 15-year commitment on her part. But it was gnawing at her that she had never fulfilled her desire for public service.
