LOS ANGELES - The victim was deathly afraid of testifying against one of his fellow gang members. Twice, the defendant had tried to kill him. He almost succeeded the second time.
Without his testimony, however, prosecutors didn't have a case against the notorious "enforcer" suspected in numerous gang-related homicides.
